WESTPORT CONSERVATION COMMISSION
PUBLIC HEARING
MARCH 19, 2014
Notice is hereby given of a meeting of the Westport Conservation Commission pursuant to the Connecticut Inland Wetlands and Watercourses Act, and the Regulations for the Protection and Preservation of Inland Wetlands and Watercourses of the Town of Westport (IWW Regulations) to be held on Wednesday, March 19, 2014 in the Room 201/201A at 7:00 p.m. of the Westport Town Hall, 110 Myrtle Avenue. The Commission shall meet to take such action under the purview of the Town’s IWW Regulations and the Waterway Protection Line Ordinance as the meeting may determine with regard to the following:
Changes or Additions to the Agenda. The Commission may amend the agenda by a 2/3 vote to include items not requiring a Public Hearing.
Work Session I: 7:00 pm Room 201/201A (The work session is not a public hearing. The public is invited to attend but may not speak.) The following applications will be “received” by the Conservation Commission subject to determination of completion. A public hearing will not be opened at this time for the following applications:
1. Receipt of Applications
2. Report by Colin Kelly, Conservation Compliance Officer on the status of existing enforcement activity.
3. 2 Pierway Landing: Request for bond release held as a condition of Application #WPL-8837-11 for plantings.
4. Other Business
Public Hearing: 7:15 pm, Room 201/201A. The following applications will be “received” by the Conservation Commission subject to determination of completion. If applications are determined to be complete the Commission will proceed by opening the hearing. (At this time interested parties may be heard after being recognized by the Chairman. Written communication may be received for all applications until the public hearing is closed.) Applications and plans may be examined in the Conservation Department, Room 205, Westport Town Hall, 110 Myrtle Avenue, during regular business hours of 8:30 a.m. to 4:30 p.m., Monday through Friday, excluding holidays.
1. 21 Owenoke Park: Application #WPL-9702-14 by William A Achilles, Jr., Achilles Architects on behalf of John & Jayne Fatse for a house lifting above the FEMA flood line with relocation outside the V zone and within the zoning setbacks, additions and renovations to the first and second floor and attic with new roof structure and roof deck, new stairways, new pervious patios and driveway and new site drainage and plantings and new FEMA compliant generator and a/c units. Work is within the WPLO area of the Saugatuck River. (This item was opened and continued from the February 19, 2014 hearing.)
2. 126 Harbor Road: Application #WPL-9704-14 by Garrett Wilson for a new single family residence and associated site improvements on a vacant lot. Work is within the WPLO area of the Saugatuck River. (This item was opened and continued from the February 19, 2014 hearing.)
3. 23 Meadow Lane: Application #WPL-9715-14 by Patricia Eberle to elevate the existing living area 5 feet, modify the entry steps, remove the stone patio and add a wood deck. Work is within the WPLO area of the Sherwood Mill Pond.
4. 24 Pequot Trail: Application #IWW,WPL/E-9716-14 by RI Pools, Inc on behalf of Seth D & Marjorie L Almonsi for a new in-ground pool with spa and auto cover within the 35ft upland review area and a boulder wall and patio within the 30ft upland review area and wood steps from the house to the pool patio.
5. 11 Roosevelt Road: Application WPL-9721-14 by Eric D Bernheim & Larry Weisman of Halloran and Sage on behalf of Glenn Camche to remove a stoop attached to the rear of the residence and replace it with a 2 story addition, deck and stairs, fill in the cellar and raise the mechanicals to meet FEMA requirements. Work is within the WPLO area of the Saugatuck River.
6. 17 Burritts Landing South: Application #WPL-9725-14 by Land-Tech Consultants on behalf of Frank Vener to construct a stone revetment in the vicinity of the house and a compacted fill vegetated slope in the remainder of the property to protect the house and the property from further shoreline erosion. Work is within the WPLO area of the Saugatuck River.
Work Session II: (The work session is not a public hearing. The public is invited to attend but may not speak.)
1. Approval of February 19, 2014 meeting minutes.
2. Election of Officers
3. Scheduling of sub-committee meeting for regulation changes.
4. Other business.
The Commission may not open new business on the agenda after 11:00 p.m. at the discretion of the Chairman. This includes applications scheduled for public hearings. Items shall be continued or rescheduled to a later date as necessary.
