WESTPORT CONSERVATION COMMISSION
PUBLIC HEARING
JUNE 17, 2015
Notice is hereby given of a meeting of the Westport Conservation Commission pursuant to the Connecticut Inland Wetlands and Watercourses Act, and the Regulations for the Protection and Preservation of Inland Wetlands and Watercourses of the Town of Westport (IWW Regulations) to be held on Wednesday, June 17, 2015 in the Room 201/201A at 7:00 p.m. of the Westport Town Hall, 110 Myrtle Avenue. The Commission shall meet to take such action under the purview of the Town’s IWW Regulations and the Waterway Protection Line Ordinance as the meeting may determine with regard to the following:
Changes or Additions to the Agenda. The Commission may amend the agenda by a 2/3 vote to include items not requiring a Public Hearing.
Work Session I: 7:00 p.m. Room 201/201A (The work session is not a public hearing. The public is invited to attend but may not speak.) The following applications will be “received” by the Conservation Commission subject to determination of completion. A public hearing will not be opened at this time for the following applications:
Receipt of Applications
- Newtown Turnpike and Partrick Rd. (a/k/a 18 Grassy Plains Rd.) – Request by Grassy Plains, LLC for a four year time extension of Permit #IWW, WPL-6678-01 to November 2019.
- Review of further revisions to the Town Code governing Conservation Department/Commission fees.
- Report by Colin Kelly, Conservation Compliance Officer on the status of existing enforcement activity.
- Other Business
Public Hearing: 7:20 p.m. Room 201/201A. The following applications will be “received” by the Conservation Commission subject to determination of completion. If applications are determined to be complete the Commission will proceed by opening the hearing. (At this time interested parties may be heard after being recognized by the Chairman. Written communication may be received for all applications until the public hearing is closed.) Applications and plans may be examined in the Conservation Department, Room 205, Westport Town Hall, 110 Myrtle Avenue, during regular business hours of 8:30 a.m. to 4:30 p.m., Monday through Friday, excluding holidays.
- 44 Woodside Avenue: Application #IWW/M-9991-15 by Elizabeth Eakins Wigglesworth Trust to amend wetland boundary map #B9.
- 0 Quarter Mile Road, Map C14, Lot 5 (a/k/a 16 Quarter Mile Rd.): Application #IWW/M-10001-15 by Jobermar Properties LLC to amend wetland map #C14.
- 3 Grouse Path: Application #IWW/M-10005-15 by Sheryl & Robert Gale to amend wetland boundary map #A16.
- 4 Quarter Mile Road: Application #AA,WPL/E-10011-15 by Westport Realties Inc. for a one-lot subdivision.
- 12 Marsh Court: Application #WPL-10014-15 by Land-Tech Consultants on behalf of Jeffrey D Warshaw to remove a 675 s.f. patio and to construct a 370 s.f. two-story addition with a first floor deck and a second floor balcony both totaling 255 s.f. The addition and deck will be supported by piles. The area under the addition will be regraded and the tidal marsh will be restored. Work is within the WPLO area of the Saugatuck River.
- 263 Compo Road South: Application #WPL-10015-15 by Barr Associates LLC on behalf of Fiona Garland for a new house, pool, patios, and tennis court with associated site improvements. Work is within the WPLO area of Gray’s Creek.
- 79 Newtown Turnpike: Continuation of Application #IWW, WPL/E-9964-15 by Barr Associates on behalf of Chabad Lubavitch of Westport for the proposed expansion and additions of the existing place of worship for a larger sanctuary, more classrooms and a residence with improved parking, septic, drainage and site amenities. The existing detached residence is to be removed. Portions of the work are within the 75 ft. upland review area.

Approval of May 20, 2015 meeting minutes.
- Other business.
The Commission may not open new business on the agenda after 11:00 p.m. at the discretion of the Chairman. This includes applications scheduled for public hearings. Items shall be continued or rescheduled to a later date as necessary.
