WESTPORT CONSERVATION COMMISSION
PUBLIC HEARING
OCTOBER 15, 2014
Notice is hereby given of a meeting of the Westport Conservation Commission pursuant to the Connecticut Inland Wetlands and Watercourses Act, and the Regulations for the Protection and Preservation of Inland Wetlands and Watercourses of the Town of Westport (IWW Regulations) to be held on Wednesday, October 15, 2014 in the Room 307/309 at 7:00 p.m. of the Westport Town Hall, 110 Myrtle Avenue. The Commission shall meet to take such action under the purview of the Town’s IWW Regulations and the Waterway Protection Line Ordinance as the meeting may determine with regard to the following:
Changes or Additions to the Agenda. The Commission may amend the agenda by a 2/3 vote to include items not requiring a Public Hearing.
Work Session I: 7:00 p.m., Room 307/309 (The work session is not a public hearing. The public is invited to attend but may not speak.) The following applications will be “received” by the Conservation Commission subject to determination of completion. A public hearing will not be opened at this time for the following applications:

2.Report by Colin Kelly, Conservation Compliance Officer on the status of existing enforcement activity.
3.23A Bermuda Road – Request by Geigers Home and Garden on behalf of Susan Hotz to allow issuance of an administrative approval for construction of a 450 sq.ft deck no more than 18 inches above grade. The entire property is located within the WPLO area of the Saugatuck River.
4.2 Taylor Lane – Request by Kim and Craig Berry for request of a time extension of Permit #IWW, WPL-7610-05 issued for a house addition and terrace within the IWW upland review area and 25 year floodplain of New Creek.
5.15 Island Way – Request by John Watkins to allow issuance of an administrative approval for construction of an on-grade deck. The entire property is located within the WPLO area of the Saugatuck River.
6.Approval of September 17, 2014 meeting minutes.
7.Other Business
Public Hearing: 7:20 pm, Room 201/201A. The following applications will be “received” by the Conservation Commission subject to determination of completion. If applications are determined to be complete the Commission will proceed by opening the hearing. (At this time interested parties may be heard after being recognized by the Chairman. Written communication may be received for all applications until the public hearing is closed.) Applications and plans may be examined in the Conservation Department, Room 205, Westport Town Hall, 110 Myrtle Avenue, during regular business hours of 8:30 a.m. to 4:30 p.m., Monday through Friday, excluding holidays.
1.10 Rustic Lane: Application #IWW/M-9875-14 by Birthe Shwisha to amend wetland boundary map #H7.
2.12 Stony Point Road: Application #IWW,WPL-9858-14 by Barr Associates LLC on behalf of Richard & Francoise Jaffe to lift the existing house with proposed additions, new pool, patios and mechanical equipment; and a modified driveway with new site drainage. Portions of the work are within the upland review area and the WPLO area of the Saugatuck River.
3.24-26 Owenoke Park: Application #WPL-9859-14 by Barr Associates LLC onbehalf of Keith Melnick & Mary Kathryn Melnick for a proposed new residence, pool, patio, cabana,& gym on a consolidated lot with a new driveway and drainage. Work is within the WPLO area of Gray’s Creek.
4.4 Charcoal Hill Common; 73 Clapboard Hill Road; 1 Winding Lane; 6 Dogwood Lane;
12 Greenbrier Road; 368B Wilton Road; and, 3 Pumpkin Hill: Application #IWW/M-9873-14 by the Town of Westport on behalf of Jeffrey & Marsha Gray; Paul & Claudia Shaum; Coastal Construction Group; Ashley Farrar & Pat Ashe; Milton Development; Kenneth & Catherine Carlson; and,Vikas Muktavaram & Lavany A. Bellumkonda, respectively, to amend wetland boundary maps #E5, #H7, #B10, #D8, #E16, #A15, and #F11, respectively.
Work Session II: Immediately following the public hearing. (The work session is not a public hearing. The public is invited to attend but may not speak.)
1.Other business.
The Commission may not open new business on the agenda after 11:00 p.m. at the discretion of the Chairman. This includes applications scheduled for public hearings. Items shall be continued or rescheduled to a later date as necessary.
