WESTPORT CONSERVATION COMMISSION
PUBLIC HEARING
JULY 17, 2013
Notice is hereby given of a meeting of the Westport Conservation Commission pursuant to the Connecticut Inland Wetlands and Watercourses Act, and the Regulations for the Protection and Preservation of Inland Wetlands and Watercourses of the Town of Westport (IWW Regulations) to be held on Wednesday, July 17, 2013 in Room 201/201A at 7:00 p.m. of the Westport Town Hall, 110 Myrtle Avenue. The Commission shall meet to take such action under the purview of the Town’s IWW Regulations and the Waterway Protection Line Ordinance as the meeting may determine with regard to the following:
Changes or Additions to the Agenda. The Commission may amend the agenda by a 2/3 vote to include items not requiring a Public Hearing.
Work Session I: (The work session is not a public hearing. The public is invited to attend but may not speak.) The following applications will be “received” by the Conservation Commission subject to determination of completion. A public hearing will not be opened at this time for the following applications:
- Receipt of Applications
- Report by Colin Kelly, Conservation Compliance Officer on the status of existing enforcement activity.
- 57 Partrick Road: Request for bond release held for plantings required for Permit #IWW,WPL/E-8496-09.
- 157 Riverside Avenue: Request for bond release held for plantings required for Permit #WPL-8891-11.
- 139 Harbor Road: Request to modify Permit #WPL-9333-13 to lift house one more foot to elevation 15’ NGVD and further modify the front and rear entry areas. Building coverage will increase by 80 s.f.
- Other Business
Public Hearing: Auditorium. The following applications will be “received” by the Conservation Commission subject to determination of completion. If applications are determined to be complete the Commission will proceed by opening the hearing. (At this time interested parties may be heard after being recognized by the Chairman. Written communication may be received for all applications until the public hearing is closed.) Applications and plans may be examined in the Conservation Department, Room 205, Westport Town Hall, 110 Myrtle Avenue, during regular business hours of 8:30 a.m. to 4:30 p.m., Monday through Friday, excluding holidays.
- 79 Newtown Turnpike: CONTINUED APPLICATION Application #IWW,WPL-9431-13 by Land-Tech Consultants on behalf of Chabad Lubavitc Synagogue c/o Ken Gruder for the partial reconstruction and modification of the existing parking lot. Portions of the work are within the WPLO area of Poplar Plains Brook, the wetland and the upland review area.
- 41 Crescent Road: Application #AA-9471-13 by Land-Tech Consultants, Inc on behalf of Mary Ann Quick and Edward Bella to retain the existing single family dwelling and subdivide the property into four new single family building lots outside the upland review area of an isolated wetland.
- 54 Harbor Road: Application #WPL-9494-13 by Jacek Bigosinski on behalf of Gild Orwasher to lift house to elevation 14.4’ NGVD, create parking for two cars below, add a second floor, and add additional finished space to allow for a new internal stair. Work is within the WPLO area of the Saugatuck River.
- 4 Pierway Landing: Application #WPL-9496-13 by Scott Faquharson of Baybrook Remodelers on behalf of Harve Schuster to construct a 24’ by 32’ garage addition with room above, a 12’ x 32’ rear addition, a new septic system, a bituminous driveway and site drainage. Work is within the WPLO area of the Saugatuck River.
- 15 Hermit Lane: Application #AA,WPL/E-9497-13 by Barr Associates LLC on behalf of the Estate of Anita Dore for a proposed three lot subdivision and free cut outside the IWW upland review area and the WPLO boundary of Silver Brook.
- 1 Conte Place: Application #WPL-9498-13 by Dean Martin, PE on behalf of Graham J Bond to raze the existing structure and construct a new single family dwelling with associate site improvements. Work is within the WPLO area of the Saugatuck River.
Work Session II: (The work session is not a public hearing. The public is invited to attend but may not speak.)
- Approval of June 19, 2013 meeting minutes.
- Other business.
The Commission may not open new business on the agenda after 11:00 p.m. at the discretion of the Chairman. This includes applications scheduled for public hearings. Items shall be continued or rescheduled to a later date as necessary.
