WESTPORT CONSERVATION COMMISSION
PUBLIC HEARING
MAY 15, 2013
Notice is hereby given of a meeting of the Westport Conservation Commission pursuant to the Connecticut Inland Wetlands and Watercourses Act, and the Regulations for the Protection and Preservation of Inland Wetlands and Watercourses of the Town of Westport (IWW Regulations) to be held on Wednesday, May 15, 2013 in the Room 201/201A at 7:00 p.m. of the Westport Town Hall, 110 Myrtle Avenue. The Commission shall meet to take such action under the purview of the Town’s IWW Regulations and the Waterway Protection Line Ordinance as the meeting may determine with regard to the following:
Work Session I: 7:00 pm, Room 201/201A (The work session is not a public hearing. The public is invited to attend but may not speak.) The following applications will be “received” by the Conservation Commission subject to determination of completion. A public hearing will not be opened at this time for the following applications:
- Receipt of Applications
- Report by Colin Kelly, Conservation Compliance Officer on the status of existing enforcement activity.
- 28 Jennings Court: Request by William Schaeffer, AIA on behalf of Adam Brodsky and Mary Garone for an administrative approval to construct a rear addition and septic system within the upland review area.
- 4, 5, 11 & 14 Sunny Lane: Notice of intent by staff to issue a permit for Application #IWW,WPL-9432-13 by Land-Tech Consultants on behalf of the Westport/Weston Family Y to modify condition 18 of Resolution IWW,WPL-8020-07 which required installation of the septic line under Poplar Plains Brook using directional drilling and instead excavate a trench within Poplar Plains Brook and install septic and utility lines. A portion of the work is within the 25 year floodplain, the WPLO area, the upland review area and the wetland of Poplar Plains Brook. Said proposal had been previously reviewed and considered during the public hearing for the Y.
Public Hearing: 7:30 pm, Room 201/201A. The following applications will be “received” by the Conservation Commission subject to determination of completion. If applications are determined to be complete the Commission will proceed by opening the hearing. (At this time interested parties may be heard after being recognized by the Chairman. Written communication may be received for all applications until the public hearing is closed.) Applications and plans may be examined in the Conservation Department, Room 205, Westport Town Hall, 110 Myrtle Avenue, during regular business hours of 8:30 a.m. to 4:30 p.m., Monday through Friday, excluding holidays.
- 54 Harbor Road: Application #WPL-9405-13 by Jacek Bigosinski on behalf of Gilda & David Orwasher to raise existing residence to elevation 14.4 msl, create parking below, add a second floor and a two story addition for a stairway. Work is within the WPLO area of the Saugatuck River.
- 1076 Post Road East: Application #AA,WPL -9408-13 by Lawrence P Weisman & Eric D Bernheim on behalf of Post Plaza LLC for a proposed additional curb cut for ingress and egress on Morningside Drive South. Portions of the work are within the WPLO area of Muddy Brook but outside the IWW upland review area.
- 6 Marine Avenue: Application #WPL-9425-13 by Ochman Associates Inc. on behalf of AP Properties LLC to remove the existing house and driveway and construct a new, two-story residence, gravel driveway, in-ground pool, spa, terrace and associated site improvements. Work is within the WPLO area of the Saugatuck River.
- 14 Bonnie Brook Lane: Application #IWW,WPL/E-9427-13 by Barr Associates, LLC on behalf of Lorelle Printz for demolition of existing and construction of new single family residence with porch, patios, new mechanical units, modified driveway, relocated septic system and new drainage. Portions of the work are within the upland review area setback.
- 9 Old Mill Road: Application #WPL-9428-13 by Barr Associates LLC on behalf of Lynn & Lavonne Kramer to lift the existing house, raise the mechanicals, add two new entry landings and stairs and two elevated patios. Work is within the WPLO area of the Sherwood Mill Pond.
- 79 Newtown Turnpike: Application #IWW,WPL/E-9431-13 by Land-Tech Consultants on behalf of Chabad Lubavitc Synagogue c/o Ken Gruder for the partial reconstruction and modification of the existing parking lot including installation of pervious brick pavers set on a crushed stone base. Portions of the work are within the WPLO area of Poplar Plains Brook, the wetland and the upland review area.

- Approval of March 20, 2013 meeting minutes.
- Approval of March 18, 2013 field trip minutes.
- Other business.
The Commission may not open new business on the agenda after 11:00 p.m. at the discretion of the Chairman. This includes applications scheduled for public hearings. Items shall be continued or rescheduled to a later date as necessary.
