WESTPORT CONSERVATION COMMISSION

PUBLIC HEARING

APRIL 17, 2013

 

Notice is hereby given of a meeting of the Westport Conservation Commission pursuant to the Connecticut Inland Wetlands and Watercourses Act, and the Regulations for the Protection and Preservation of Inland Wetlands and Watercourses of the Town of Westport (IWW Regulations) to be held on Wednesday, April 17, 2013 in the Room 201/201A at 7:00 p.m. of the Westport Town Hall, 110 Myrtle Avenue. The Commission shall meet to take such action under the purview of the Town’s IWW Regulations and the Waterway Protection Line Ordinance as the meeting may determine with regard to the following:

 

Work Session I: 7:00 pm Room 201/201A (The work session is not a public hearing. The public is invited to attend but may not speak.) The following applications will be “received” by the Conservation Commission subject to determination of completion. A public hearing will not be opened at this time for the following applications:

 

  1. Receipt of Applications
  2. Report by Colin Kelly, Conservation Compliance Officer on the status of existing enforcement activity.
  3. Other Business

 

Public Hearing: 7:15 pm, Room 201/201A. The following applications will be “received” by the Conservation Commission subject to determination of completion. If applications are determined to be complete the Commission will proceed by opening the hearing. (At this time interested parties may be heard after being recognized by the Chairman. Written communication may be received for all applications until the public hearing is closed.) Applications and plans may be examined in the Conservation Department, Room 205, Westport Town Hall, 110 Myrtle Avenue, during regular business hours of 8:30 a.m. to 4:30 p.m., Monday through Friday, excluding holidays.

 

  1. 4 Turkey Hill Lane:  Application #IWW/M-9391-13 by Chris O’Dell on behalf of Margaret L Diviney to amend wetland boundary map #G10.
  2. 23 Whitney Avenue: Application #IWW,WPL/E-9378-13 by Lisa Ordower Goto to construct a garage addition with living space above, construct a smaller pervious driveway and install a raingarden for stormwater runoff. Portions of the work are within the upland review area setback.
  3. 68 Harbor Road:  Application #WPL-9395-13 by Barr Associates LLC on behalf of Joshua Newman for demolition of existing and construction of a new house and patios with modified driveway. Portions of the work are within the 25 year floodplain and the WPLO area of the Saugatuck River.
  4. 15 Owenoke Park:  Application #WPL-9396-13 by Barr Associates LLC on behalf of Michele Williams for the relocation and elevation of an existing house with a new attached garage, second floor additions and modified driveway. Work is within the 25-year floodplain and the WPLO area of the Saugatuck River.
  5. 10 Wakeman Road: Application #IWW-9397-13 by Barr Associates LLC on behalf of Karen & Norman Kramer for a proposed 2-lot subdivision that maintains the existing house on a 1-acre lot. Portions of the proposal are within the upland review area.

 

 

Work Session II: (The work session is not a public hearing. The public is invited to attend but may not speak.)

  1. Approval of February 20, 2013 meeting minutes.
  2. Approval of February 19, 2013 field trip minutes.
  3. Approval of March 20, 2013 meeting minutes.
  4. Approval of March 18, 2013 field trip minutes
  5. Report on CCM’s workshop on Parliamentary Procedure
  6. Review of Machowski vs City of Ansonia Inland Wetland Commission Appellate Court Decision
  7. Other business.

 

The Commission may not open new business on the agenda after 11:00 p.m. at the discretion of the Chairman.  This includes applications scheduled for public hearings.  Items shall be continued or rescheduled to a later date as necessary.
