WESTPORT CONSERVATION COMMISSION
PUBLIC HEARING
September 19, 2012
Notice is hereby given of a meeting of the Westport Conservation Commission pursuant to the Connecticut Inland Wetlands and Watercourses Act, and the Regulations for the Protection and Preservation of Inland Wetlands and Watercourses of the Town of Westport (IWW Regulations) to be held on Wednesday, September 19, 2012 in Room 201/201A at 7:00 p.m. of the Westport Town Hall, 110 Myrtle Avenue. The Commission shall meet to take such action under the purview of the Town’s IWW Regulations and the Waterway Protection Line Ordinance as the meeting may determine with regard to the following:
Work Session I: Room 201/201A, 7:00 p.m. (The work session is not a public hearing. The public is invited to attend but may not speak.) The following applications will be “received” by the Conservation Commission subject to determination of completion. A public hearing will not be opened at this time for the following applications:
1. Receipt of Applications
2. Report by Colin Kelly, Conservation Compliance Officer on the status of existing enforcement activity.
3. 61 Maple Avenue South: Request for bond release for monies held for mitigation planting as a condition of revised Cease and Correct Order of December 8, 2010.
4. 15 Green Acre Lane: Request for bond release for monies held for plantings as a condition of Permit IWW, WPL-7358-04.
5. 32 Edgewater Hillside: Request for bond release for monies held for plantings as a condition of Permit WPL-7536-05.
Public Hearing: Room 201/201A, 7:15 p.m. The following applications will be “received” by the Conservation Commission subject to determination of completion. If applications are determined to be complete the Commission will proceed by opening the hearing. (At this time interested parties may be heard after being recognized by the Chairman. Written communication may be received for all applications until the public hearing is closed.) Applications and plans may be examined in the Conservation Department, Room 205, Westport Town Hall, 110 Myrtle Avenue, during regular business hours of 8:30 a.m. to 4:30 p.m., Monday through Friday, excluding holidays.
1. CONTNUED APPLICATION 5 River Lane: Application #AA,WPL/E-9181-12 by Mark S Graham for retaining the existing single family dwelling and subdividing the property into 3 building lots for two additional residential dwellings with appurtenances outside the upland review area and the WPLO area of an unnamed watercourse.
2. 7 Pebble Beach Lane: Application #WPL-9176-12 by James Tomoda and Trisha Cartelli Tomoda to demolish an existing one-story garage and rebuild a two-story addition with garage on first floor and master bedroom above. Work is within the 25yr floodplain of the Saugatuck River and WPLO boundary.
3. 7 Pumpkin Hill Rd.:Application #IWW/M-9187-12 by Conservation Department staff on property owned by Pumpkin Hill 7, LLC to amend wetland boundary map F11.
4. 12 Lone Pine Lane: Application #IWW/M-9188-12 by Conservation Department staff on property owned by Alicia Babcock to amend wetland boundary map D11.
5. 293 Bayberry Lane: Application #IWW/M-9189-12 by Conservation Department staff on property owned by Ramesh Subramarian to amend wetland boundary map E17.

7. 74 Bulkley Avenue North: Application #IWW/M-9190-12 by Conservation Department staff on property owned by R.C. Kaeser & Co. to amend wetland boundary map H11.
Work Session II: (The work session is not a public hearing. The public is invited to attend but may not speak.)
1. 8 Meadowbrook Lane: Request by Gina and Bill Hackett to allow staff to issue an administrative approval for a driveway extension into the 30ft upland review area and the WPLO area of Muddy Brook.
2. 3 Webb Rd: Request by SIR Development to allow staff to issue an administrative approval for demolition and reconstruction of an existing house on approximately the same footprint but within the 50ft upland review area and WPLO area.
3. 12 Lone Pine Lane: Request by Alicia Babcock to allow staff to issue an administrative approval for driveway extension into 30ft upland review area and the WPLO area of Deadman’s Brook.
4. 5 Abbott’s Lane: Request by Manny and Fern Pires to allow staff to issue an administrative approval for two additions both within the 50ft upland review area but outside the WPLO area.
5. Approval of June 20, 2012 meeting minutes.
6. Update on proposed phragmites removal project by the Aspetuck Land Trust within the downtown area.
7. Other Business
The Commission may not open new business on the agenda after 11:00 p.m. at the discretion of the Chairman. This includes applications scheduled for public hearings. Items shall be continued or rescheduled to a later date as necessary.
