WESTPORT CONSERVATION COMMISSION
PUBLIC HEARING
October 17, 2012

Notice is hereby given of a meeting of the Westport Conservation Commission pursuant to the Connecticut Inland Wetlands and Watercourses Act, and the Regulations for the Protection and Preservation of Inland Wetlands and Watercourses of the Town of Westport (IWW Regulations) to be held on Wednesday, October 17, 2012 in Room 201/201A at 7:00 p.m. of the Westport Town Hall, 110 Myrtle Avenue. The Commission shall meet to take such action under the purview of the Town’s IWW Regulations and the Waterway Protection Line Ordinance as the meeting may determine with regard to the following:

Work Session I: Room 201/201A, 7:00 p.m. (The work session is not a public hearing. The public is invited to attend but may not speak.) The following applications will be “received” by the Conservation Commission subject to determination of completion. A public hearing will not be opened at this time for the following applications:
1. Receipt of Applications
2. Report by Colin Kelly, Conservation Compliance Officer on the status of existing enforcement activity.
3. 19 Stony Brook Road: Request for bond release for monies held for plantings as a condition of Permit #WPL-8335-08
4. 6 Blind Brook Road South: Request for release of remaining bond monies held for driveway restrictions as a condition of Permit #IWW,WPL 8244-08.
5. Hales Court: Request for release of remaining bond monies held for plantings as a condition of Permit # AA,WPL/E8402-08.
6. 5 Abbott’s Lane: Request by Manny and Fern Pires to allow staff to issue an administrative approval for interior renovations to first floor, driveway expansion and proposed patio outside the 30ft upland review area and WPLO area, two additions both within the 50ft upland review area but outside the WPLO area and a new second story.
7. Canal St (Map C11/Lot 050) and Weston Rd. (Map C16, Lot 14): Report by staff to and request for comments from Commission on proposed improvements by Aquarion Water Co. to wellfield facilities.
8. Approval of September 19, 2012 meeting minutes.
9. Other Business
a. Annual CACIWC meeting
b. Establishment of sub-committee for regulation changes
c. Appointee to Plan Implementation Committee

Public Hearing: Room 201/201A, 7:45 p.m. The following applications will be “received” by the Conservation Commission subject to determination of completion. If applications are determined to be complete the Commission will proceed by opening the hearing. (At this time interested parties may be heard after being recognized by the Chairman. Written communication may be received for all applications until the public hearing is closed.) Applications and plans may be examined in the Conservation Department, Room 205, Westport Town Hall, 110 Myrtle Avenue, during regular business hours of 8:30 a.m. to 4:30 p.m., Monday through Friday, excluding holidays.

1. 17 Bobwhite Drive: Application #IWW,WPL/E-9199-12 by Anandh Hari to extend the kitchen over an existing wood deck, add a flagstone terrace, create a walkout for an existing basement, and add a second floor master bedroom suite over an existing garage. Portions of the work are within the upland review area setback.
2. 5 Marine Avenue: Application #WPL-9200-12 by Ochman Associates Inc. on behalf of Andrzej Piekarski to construct a 16’ by 40’ inground swimming pool with spa, autocover and patio.
3. 7 Pumpkin Hill Rd.: Application #IWW/M-9187-12 by Conservation Department staff on property owned by Pumpkin Hill 7, LLC to amend wetland boundary map F11.
4. 12 Lone Pine Lane: Application #IWW/M-9188-12 by Conservation Department staff on property owned by Alicia Babcock to amend wetland boundary map D11.
5. 293 Bayberry Lane: Application #IWW/M-9189-12 by Conservation Department staff on property owned by Ramesh Subramarian to amend wetland boundary map E17.
6. 74 Bulkley Avenue North: Application #IWW/M-9190-12 by Conservation Department staff on property owned by R.C. Kaeser & Co. to amend wetland boundary map H11.
7. 5 Abbott’s Lane, 3 Webb Road, 10 Indian Point Lane, and 17 Bobwhite Drive: Application # IWW/M-9208-12 by Conservation Department staff on properties owned by Manny Pires, SIR 3 Webb LLC, Myra McKechie and Anandh Hari respectively to amend wetland boundary maps E13, E10, B09, and A15 respectively.

Work Session II: (The work session is not a public hearing. The public is invited to attend but may not speak.)
1. 14 Sunny Lane: Application #IWW,WPL-8020-07, report to Commission by staff on status of final permit issuance and construction sequencing of the Westport Weston Family Y.

The Commission may not open new business on the agenda after 11:00 p.m. at the discretion of the Chairman. This includes applications scheduled for public hearings. Items shall be continued or rescheduled to a later date as necessary.
