WESTPORT CONSERVATION COMMISSION
PUBLIC HEARING
MARCH 17, 2021
Notice is hereby given of a Public Hearing of the Westport Conservation Commission pursuant to the Connecticut Inland Wetlands and Watercourses Act, and the Regulations for the Protection and Preservation of Inland Wetlands and Watercourses of the Town of Westport (IWW Regulations) and the Waterway Protection Line Ordinance (WPLO) to be held on Wednesday, March 17, 2021 at 7:00 p.m. via Zoom.
Pursuant to the Governor’s Executive Order No. 7B, there will be no physical location for this meeting. This meeting will be held electronically and live-streamed on www.westportct.gov and shown on Optimum Government Access Channel 79 and Frontier Channel 6020. Comments to be read during the public comment period may be emailed to conservationcomments@westportct.gov. We will use our best efforts to read public comments if they are received during the public comment period and if they state your full name and address. Comments will be limited to 3 minutes. The meeting notice will be available at www.westportct.gov posted on the Meeting List & Calendar page. Meeting materials will be available at https://www.westportct.gov/government/departments-a-z/conservation-department
Comments on Public Hearing items that do not meet these requirements will be placed in the public file but will not be read aloud during the meeting. Comments not pertaining to Public Hearing items will not be read aloud during the meeting.
If you would like to give your Public Hearing comments by participating in real time in the meeting, please send an email by noon on March 17, 2021, to svoris@westportct.gov, stating your name and address and the Public Hearing agenda item to which your comments will relate, and meeting participation details will be emailed to you to enable you to participate in real time in the Public Hearing.
The Commission shall meet to take such action under the purview of the Town’s IWW Regulations and the Waterway Protection Line Ordinance as the meeting may determine with regard to the following:
Changes or Additions to the Agenda: The Commission may amend the agenda by a 2/3 vote to include items not requiring a Public Hearing.
Work Session: 7:00 p.m. (The work session is not a public hearing. The public is invited to attend but may not speak.)

- Approval of March 1, 2021 special meeting minutes.
- Review of Compliance Report
- 11 Roosevelt Rd.: Request by Robert M. Berger on behalf of Roni and Ken Goldberg for a staff-level WPLO permit to construct a 16’ x 13.5’ one-story, FEMA-compliant addition. Work is within the WPLO area of the Saugatuck River.
- Other Business
Public Hearing: 7:15 p.m. The following applications will be “received” by the Conservation Commission subject to determination of completion. If applications are determined to be complete the Commission will proceed by opening the hearing. (At this time interested parties may be heard after being recognized by the Chairman. Written communication may be received for all applications until the public hearing is closed.)
- 28 Spicer Road:Application #IWW/M-11219-21 by Andy Soumelidis of LandTech on behalf of Franklin Investors CT LLC to amend wetland boundary map #E9.
- 6 Meadowbrook Lane:Application #IWW/M-11220-21 by Andy Soumelidis of LandTech on behalf of Carol & Nancy Cardozo to amend wetland boundary map G10.
- 11 Stony Point Road:Application #WPL-11218-21 by Frangione Engineering LLC on behalf of Meredith Anand to replace the existing dock, piles, float and add a boat lift per CT DEEP Certificate of Permission #202079513-COP. Work is within the WPLO area of the Saugatuck River.
- 11 Birchwood Lane:Application #IWW,WPL-11206-21 by Robert Pryor of LandTech on behalf of Jason Stiber for a proposed pool, patio, and stormwater management system. A portion of the work is within an unnamed tributary of the Saugatuck River.
The Commission may not open new business on the agenda after 10:00 p.m. at the discretion of the Chairman. This includes applications scheduled for public hearings. Items shall be continued or rescheduled to a later date as necessary.
