LEGAL NOTICE AND AGENDA

WESTPORT CONSERVATION COMMISSION

PUBLIC HEARING

DECEMBER 13, 2017

 

Notice is hereby given of a meeting of the Westport Conservation Commission pursuant to the Connecticut Inland Wetlands and Watercourses Act, and the Regulations for the Protection and Preservation of Inland Wetlands and Watercourses of the Town of Westport (IWW Regulations) to be held on Wednesday, December 13, 2017 in the Room 201/201A at 7:00 p.m. of the Westport Town Hall, 110 Myrtle Avenue. The Commission shall meet to take such action under the purview of the Town’s IWW Regulations and the Waterway Protection Line Ordinance as the meeting may determine with regard to the following:

 

Changes or Additions to the Agenda. The Commission may amend the agenda by a 2/3 vote to include items not requiring a Public Hearing.

 

Work Session I: 7:00 p.m., Room 201/201A (The work session is not a public hearing. The public is invited to attend but may not speak.) The following applications will be “received” by the Conservation Commission subject to determination of completion. A public hearing will not be opened at this time for the following applications:

 

  1. Receipt of Applications
  2. Report by Colin Kelly, Conservation Compliance Officer on the status of existing enforcement activity.
  3. Approval of November 15, 2017 meeting minutes.
  4. 284 Compo Rd South: Request by Barr Associates on behalf of Vanessa Wilson to authorize issuance of a staff-level WPLO permit to legalize construction of three entry stoops and relocation of a smaller patio with surrounding low wall and the proposed conversion of an existing one-story bedroom to a screened porch. All work is within the WPLO area of Grey’s Creek.
  5. Other Business

 

Public Hearing: 7:15 p.m., Room 201/201A. The following applications will be “received” by the Conservation Commission subject to determination of completion. If applications are determined to be complete the Commission will proceed by opening the hearing. (At this time interested parties may be heard after being recognized by the Chairman. Written communication may be received for all applications until the public hearing is closed.) Applications and plans may be examined in the Conservation Department, Room 205, Westport Town Hall, 110 Myrtle Avenue, during regular business hours of 8:30 a.m. to 4:30 p.m., Monday through Friday, excluding holidays.

 

  1. 149 Riverside Avenue:  Application #WPL-10504-17 by Janet Sparre for a two story addition, remove all finished spaces and mechanical equipment from below BFE, reconfigure driveway and install drainage improvements. Portions of the work are within the WPLO area of the Saugatuck River.
  2. 3 Charmer’s Landing:  Application #WPL-10507-17 by John Hilts on behalf of Jason Carter to retain an 8 ft. by 20 ft. timber floating dock. Work is within the WPLO area of the Saugatuck River.
  3. 119 Riverside Avenue:  Application #WPL-10508-17 by John Hilts on behalf of Chiara Rudzin for the construction of 3 ft. by 5 ft. timber stairs, 1.5 ft. by 4 ft. piling-supported timber ramp landing, 32” by 30 ft. aluminum ramp, 5 ft. by 6 ft. timber ramp landing float, and 8 ft. by 12.5 ft. piling-anchored timber floating dock. Work is within the WPLO area of the Saugatuck River.
  4. 3 Pebble Beach Lane:  Application #WPL-10510-17 by Vincent Monti on behalf of Michael Ritzzo to construct a new inground swimming pool and patio. Work is within the WPLO area of the Saugatuck River.
  5. 300 Post Road West:  Application #IWW,WPL/E-10509-17 by Barr Associates, LLC on behalf of 300 Post Rd W LLC for the proposed expansion of the existing parking lot with new drainage facilities. Portions of the work are within the upland review area setbacks.
  6. 10 Green Acres Lane, 14 Grist Mill Lane, 25 Joann Circle, 25 Kings Highway South, 62 Morningside Drive South, 7 North Avenue, 4 Pritchard Lane, 9 Sycamore Drive, 17 Wake Robin Road and 349 Wilton Road: Application #IWW/M-10513-17 by William Chudd & Gretchen Hoffman, Nurani Subramanian & Iyer Subramanian, Barbara M. Steger, Birchwood Country Club, Carol Alexander, Leslie O’Connell, Khaled Matar & Melissa Roberts, Eric D. & Bevin P. Erikson, Juan Cruz & Vanessa Diaz and John P. & Kristen D. Toohey to amend wetland boundary maps # E07, I10, E12, B07, G08, G10, H08, H12, F06 and A14.

 

Work Session II: (The work session is not a public hearing. The public is invited to attend but may not speak.)

 

  1. Other business.

 

The Commission may not open new business on the agenda after 10:00 p.m. at the discretion of the Chairman.  This includes applications scheduled for public hearings.  Items shall be continued or rescheduled to a later date as necessary.
