WESTPORT CONSERVATION COMMISSION
PUBLIC HEARING
SEPTEMBER 13, 2017
Notice is hereby given of a meeting of the Westport Conservation Commission pursuant to the Connecticut Inland Wetlands and Watercourses Act, and the Regulations for the Protection and Preservation of Inland Wetlands and Watercourses of the Town of Westport (IWW Regulations) to be held on Wednesday, September 13, 2017 in the Room 307/309 at 6:30 p.m. of the Westport Town Hall, 110 Myrtle Avenue. The Commission shall meet to take such action under the purview of the Town’s IWW Regulations and the Waterway Protection Line Ordinance as the meeting may determine with regard to the following:
Changes or Additions to the Agenda. The Commission may amend the agenda by a 2/3 vote to include items not requiring a Public Hearing.
Work Session I: 6:30 p.m., Room 307/309 (The work session is not a public hearing. The public is invited to attend but may not speak.) The following applications will be “received” by the Conservation Commission subject to determination of completion. A public hearing will not be opened at this time for the following applications:
1.Receipt of Applications
2.Report by Colin Kelly, Conservation Compliance Officer on the status of existing enforcement activity.
3.23 Meadow Lane: Request for bond release held for plantings and sediment and erosion controls for Permit #WPL-9715-14.
4.6 Sea Spray Road: Request for bond release held for landscaping and plantings associated with grading for Permit #WPL-10178-16.
5.9 Owenoke Park: Request for permit modification of Permit #WPL-10184-16 for reconfiguration of the proposed deck.
6.Approval of July 31, 2017 meeting minutes.
7.Approval of July 28, 2017 field trip minutes.
8.Other Business
Public Hearing: 6:45 p.m., Room 307/309. The following applications will be “received” by the Conservation Commission subject to determination of completion. If applications are determined to be complete the Commission will proceed by opening the hearing. (At this time interested parties may be heard after being recognized by the Chairman. Written communication may be received for all applications until the public hearing is closed.) Applications and plans may be examined in the Conservation Department, Room 205, Westport Town Hall, 110 Myrtle Avenue, during regular business hours of 8:30 a.m. to 4:30 p.m., Monday through Friday, excluding holidays.
1.281 Compo Road South: Application #WPL-10456-17 by Lucien Vita on behalf of Ray and Indre Johnson for the demolition and removal of the existing single family dwelling and construction of a new single family dwelling, detached garage, pool and patio. Work is within the WPLO area of Grey’s Creek.
2.793 Post Road East: Application #IWW,WPL-10379-17 by Barr Associates on behalf of DMC Westport LLC for 14 townhouses plus 2 mixed use building for commercial and multi-family units with parking, drainage, landscaping and related site improvements. Portions of the work are within the WPLO area and the upland review area of an unnamed watercourse.
3.54 Wilton Road: Application #WPL-10438-17 by William J Fitzpatrick on behalf of STC Green, LLC for site improvements accompanying renovation of southerly portion of existing building, demolition of northerly portion of existing building and construction of residential housing. Work is within the WPLO area of the Saugatuck River.
4.107 Old Road: Continuation of Application #IWW, WPL-10450-17 by LANDTECH on behalf of the Estate of Catherine D. Fleming for a proposed 4-lot open space residential subdivision served by a private road, public sewer and public water. The site contains an unnamed tributary to Sasco Brook and associated wetlands.
Work Session II: (The work session is not a public hearing. The public is invited to attend but may not speak.)
1.Begin Deliberation of 107 Old Road: Application #IWW, WPL-10450-17 by LANDTECH on behalf of the Estate of Catherine D. Fleming for a proposed 4-lot open space residential subdivision served by a private road, public sewer and public water. The site contains an unnamed tributary to Sasco Brook and associated wetlands.
2.Other business.
The Commission may not open new business on the agenda after 10:00 p.m. at the discretion of the Chairman. This includes applications scheduled for public hearings. Items shall be continued or rescheduled to a later date as necessary.
