Westport Conservation Commission Public Hearing

Notice is hereby given of a meeting of the Westport Conservation Commission pursuant to the Connecticut Inland Wetlands and Watercourses Act, and the Regulations for the Protection and Preservation of Inland Wetlands and Watercourses of the Town of Westport (IWW Regulations) to be held on Wednesday, March 16, 2011 in the auditorium at 7:00 p.m. of the Westport Town Hall, 110 Myrtle Avenue. The Commission shall meet to take such action under the purview of the Town’s IWW Regulations and the Waterway Protection Line Ordinance as the meeting may determine with regard to the following: 

Work Session I: Auditorium, 7:00 p.m. (The work session is not a public hearing. The public is invited to attend but may not speak.) The following applications will be “received” by the Conservation Commission subject to determination of completion. A public hearing will not be opened at this time for the following applications:

1.       Receipt of Applications

2.       Report by Colin Kelly, Conservation Compliance Officer on the status of existing enforcement activity.

3.       35 Tamarac Road:  Request by Greg Slowik to eliminate condition #9 of Permit #AA,WPL-7251-04 requiring a permeable driveway and allow a properly engineered asphalt driveway instead.

4.       Cockenoe Island Camping Permit Fee: Request by staff to raise the camping fee from $10 to $20 per campsite per night.

Public Hearing: Auditorium  7:30 p.m. The following applications will be “received” by the Conservation Commission subject to determination of completion. If applications are determined to be complete the Commission will proceed by opening the hearing. (At this time interested parties may be heard after being recognized by the Chairman. Written communication may be received for all applications until the public hearing is closed.) Applications and plans may be examined in the Conservation Department, Room 205, Westport Town Hall, 110 Myrtle Avenue, during regular business hours of 8:30 a.m. to 4:30 p.m., Monday through Friday, excluding holidays. 

1.       7 Grove Point Road:  Application #IWW/M-8757-11 by Barr Associates, LLC on behalf of Bryan & Christina Mellick to amend wetland boundary map #E6.

2.       29A Sturges Comms:  Application #IWW/M-8759-11 by Ana & Charles Rinaldi to amend wetland boundary map #G12.

3.       21 Grove Point Road:  Application #IWW/M-8760-11 by Elizabeth & Sterling Daines to amend wetland boundary map #E06.

4.       21 Grove Point Road:  Application #IWW,WPL-8769-11 by Peter Romano of Land-Tech Consultants, Inc. on behalf of Elizabeth & Sterling Daines to: remove the existing garage; renovate and add to the east and west of the existing dwelling; abandon the existing driveway and construct a new driveway to the new garage/house addition on the west side of the house; install a swimming pool; and, associated site improvements including drainage, grading and wetland enhancement. Portions of the work are within the upland review area setbacks and the WPLO area of the Sherwood Mill Pond.

5.       19 Otter Trail:  Application #WPL-8770-11 by John Hilts on behalf of Robert Kligerman to construct a 1’ by 4’ timber landing and a 1’ by 4’ step, install a 3’ by 30’ aluminum ramp and a piling anchored 6’ by 16’ timber floating dock. Work is wholly within the 25 year floodplain of the Saugatuck River.

Work Session II: (The work session is not a public hearing. The public is invited to attend but may not speak.)

1.       Approval of February 16, 2011 meeting minutes.

2.       Review of Education Topic responses.

3.       Other business.

The Commission may not open new business on the agenda after 11:00 p.m. at the discretion of the Chairman.  This includes applications scheduled for public hearings.  Items shall be continued or rescheduled to a later date as necessary.
