Notice is hereby given that the Board of Selectmen, Traffic Authority and Water Pollution Control Authority will hold a public hearing on Thursday, March 17, 2016 at 8:30 a.m. in Room 307/309 of the Westport Town Hall for the following purpose(s):


1. To approve the minutes of the Board of Selectmen’s public hearing of February 24, 2016 and the Water Pollution Control Authority’s public hearing of February 24, 2016.


2. To take such action as the meeting may determine to approve the use of Town-owned property known as the Imperial Avenue Parking Lot by St. Paul’s Christian School for a “Touch-A-Truck” Event on Saturday, May 7, 2016 from 7:30 a.m. to 1:30 p.m., contingent upon compliance with comments from various town departments and in accordance with Procedures for Use of Town-owned Property, Facilities and/or Public Roadways.


3. To take such action as the meeting may determine to approve the closure of Main Street from Post Road to Elm Street on Thursday, May 19, 2016 (rain date Thursday, May 26, 2016) from 3:00 p.m. to 9:30 p.m. for the Downtown Merchants Association’s “Art About Town” event, contingent upon compliance with comments from various Town departments and in accordance with Procedures for the Use of Town-owned Property, Facilities and/or Public Roadways.


4. To take such action as the meeting may determine to approve the use of Town-owned property known as the Imperial Avenue Parking Lot by the Westport Farmers’ Market during the hours of 8:00 a.m. to 3:00 p.m. every Thursday commencing May 29, 2016 through November 3, 2016, contingent upon compliance with comments from various town departments and in accordance with Procedures for Use of Town-owned Property, Facilities and/or Public Roadways.


5. To take such action as the meeting may determine to approve the use of a portion of the Town-owned property known as Parker Harding Parking Lot on Saturday, June 4, 2016 from 8:00 a.m. to 6:00 p.m. by the Westport Sunrise Rotary for the Great Duck Race event, contingent upon compliance with comments from various Town departments and in accordance with Procedures for Use of Town-owned Property, Facilities and/or Public Roadways.


6. To review an update report from the Center for Senior Activities Enhancement Committee. 


7. To review construction activities at property known as 59 Post Road East and 35 Church Lane (a/k/a Bedford Square), in accordance with the Temporary Construction Easement by and between the Town of Westport and Bedford Square Associates, LLC, dated March 26, 2015.



8. To approve the granting of an easement to the Southern Connecticut Gas Company for the purpose of installing gas distribution facilities and equipment across a portion of Town owned property for the benefit of property located at 59 Post Road East, Westport, Connecticut, currently owned by Bedford Square Associates, LLC. 


9. To approve an agreement between the Town of Westport and Bedford Square Associates, LLC pursuant to which Bedford Square Associates, LLC is responsible for all costs associated with the gas distribution facilities and equipment being installed over a portion of Town owned property.


10. To take such action as the meeting may determine to approve the award of contract in the amount of $60,170 to Atlantic Tennis Courts as it relates to the reconditioning of nine (9) Har-tru tennis courts located at Longshore Club Park.


11. To take such action as the meeting may determine to approve the consulting agreement between the Town of Westport and CohnReznick, LLP as it relates to audit services of the Town owned property located at 164 Cross Highway (Wakeman Town Farm).
 
12. To take such action as the meeting may determine to approve an award of contract in the amount of $814,502 to Freightliner of Hartford as it relates to the purchase of the second order of five (5) medium duty dump trucks.


13. To take such action as the meeting may determine to approve an award of contract in the amount of $261,336 to NY-CONN Corporation as it relates to the Main Street traffic signal replacement.


14. Acting in its capacity as the Water Pollution Control Authority, to take such action as the meeting may determine to approve the residential sanitary sewer connection request at property known as 16 Morningside Drive North, contingent upon compliance with the WPCA Coordinator’s letter of February 26, 2016.


15. Acting in its capacity as the Water Pollution Control Authority and in accordance with the Connecticut General Statutes, to determine final benefit assessments to be levied against properties that obtained supplemental sanitary sewer connection approval during 2015.  A copy of the proposed assessments is on file in the Office of the Town Clerk and is available for inspection by the public.
