Notice is hereby given that the Board of Selectmen, Traffic Authority and Water Pollution Control Authority will hold a public hearing on Wednesday, April 8, 2015 at 8:30 a.m. in Room 307/309 of the Westport Town Hall for the following purpose(s):


1. To approve the minutes of the Board of Selectmen’s public hearing of March 25, 2015 and the minutes of the Water Pollution Control Authority’s public hearing of March 25, 2015.


2. To take such action as the meeting may determine to: (i) approve the closure of Railroad Place and Franklin Street; and (ii) approve the use of Town-owned property known as Luciano Park on Sunday, May 17, 2015 from 7:30 a.m. to noon by the Westport/Weston Chamber of Commerce & Fairfield County Concours for the “Concours d’Caffeine” event, contingent upon compliance with comments from various Town departments and in accordance with Procedures for Use of Town-owned Property, Facilities and/or Public Roadways.


3. To take such action as the meeting may determine to approve the closure of Main Street from Post Road to Elm Street on Thursday, May 21, 2015 (rain date Thursday, May 28, 2015) from 2:00 p.m. to 9:30 p.m. for the Downtown Merchants Association’s “Art About Town” event, contingent upon compliance with comments from various Town departments and in accordance with Procedures for the Use of Town-owned Property, Facilities and/or Public Roadways.


4. To take such action as the meeting may determine to approve the use of Town-owned property known as Parker Harding Plaza adjacent to and by Aqua Restaurant for a pop-up café, contingent upon compliance with the Town of Westport Pop-up Seating and Pop-up Café Guidelines.


5. To take such action as the meeting may determine, to authorize the First Selectman, on behalf of the Historic District Commission, to (i) apply for a $2,500 Certified Local Government Historic Preservation Grant for the preparation of a study report to determine if the Town-owned property known as Golden Shadows located at 68 Compo Road South meets the standards for local historic property designation, and if awarded by the Connecticut Department of Economic and Community Development, State Historic Preservation Office, to (ii) accept the grant and to execute all documents in connection therewith.


6. To take such action as the meeting may determine, to authorize First Selectman James S. Marpe to execute on behalf of the Town of Westport, a Personal Services Agreement with the CT Department of Energy and Environmental Protection as a condition to receiving the awarded 2014 America the Beautiful Urban Forestry grant in the amount of $8,750 for the purpose of recovering, improving and protecting trees, vegetation and wildlife at Town-owned property located at Woodside Lane and Stonybrook Road.


7. To take such action as the meeting may determine, to approve the request for a variance of Sec. 50-340 (a) (3) of the Town Driveway Ordinance as it relates to a proposed driveway reconfiguration at property located at 79 Newtown Turnpike (Chabad Synagogue), contingent upon compliance with the Town Engineer’s letter of April 1, 2015. 


8. To take such action as the meeting may determine, to approve the request by Bedford Square Associates, LLC to install a Support of Excavation (SOE) system and well points located within the Town rights-of-way on Church Lane and Elm Street, contingent upon compliance with the Town Engineer’s letter of April 1, 2015.


9. In accordance with Section 2 (A) of the Policy on Gifts to the Town, to provide to the Board of Selectmen an accounting of donations under $2,500 accepted by the First Selectman during the year 2014.
