Notice is hereby given that the Board of Selectmen, Traffic Authority and Water Pollution Control Authority will hold a public hearing on Wednesday, November 12, 2014 at 8:30 a.m. in Room 309 of the Westport Town Hall for the following purpose(s):


1. To approve the minutes of the Board of Selectmen’s public hearing of October 22, 2014, the minutes of the Water Pollution Control Authority’s public hearing of October 22, 2014 and the minutes of the Board of Selectman’s special public hearing of November 3, 2014.


2. To approve the use of the Imperial Avenue Parking Lot from 7 a.m. to 5 p.m. on Saturday, January 10, 2015 (rain date January 11, 2015) for the Boy Scouts of America Christmas tree pick-up and recycling event.  


3. To review and approve proposed revisions to the Town Gift Policy as recommended by the Assistant Town Attorney.


4. Acting in its capacity as Traffic Authority, to approve the use of Town roads for the Annual Memorial Day Parade to be held Monday, May 26, 2015, contingent upon compliance with comments from various Town departments and in accordance with the Procedures for Use of Town-owned Property, Facilities and/or Public Roadways, and to further request permission from the Connecticut Traffic Authority for the use of certain state roads for the event.


5. To determine preliminary benefit assessments to be levied for the extension and installation of a public water main affecting properties located on Big Pines Road.


6. Acting in its capacity as the Water Pollution Control Authority, to approve a residential sanitary sewer connection at property know as 378 Main Street, contingent upon compliance with the WPCA Coordinator’s letter of November 3, 2014.


7. Acting in its capacity as the Water Pollution Control Authority, to determine preliminary benefit assessments to be levied for the construction of a sewer system affecting properties located in all or part of the following areas: Bulkley Avenue North, Buttonwood Lane, Old Road, Mallard Lane, Forest Drive, Elizabeth Drive, and Shadowlawn Drive.


8. Acting in its capacity as the Water Pollution Control Authority and in accordance with C.G.S. §7-246a, the following applications will be “received,” subject to determination of completeness*:


Item 8 (A) has been WITHDRAWN by the Applicant.


A. Application submitted by 1595 Post Equities, LLC for confirmation of existing capacity, or to expand capacity of existing sanitary service use to accommodate the replacement of an existing hotel/conference center use with a proposed residential use on real property known as 1595 Post Road East. **


B. Application of Summit Saugatuck, LLC for Extension of Private Sewer from Davenport Lane to Hiawatha Lane Extension, Allocation of Sewer Capacity, and Conditional Approval to Connect Residential Development. **


*Applications deemed incomplete will not be considered “received.”


**A public hearing on these applications will not be opened at this time and will be scheduled for a subsequent date.


9. Acting as Traffic Authority and at the request of the Downtown Merchants Association, to rescind the 1 hour parking limit on Town-owned property known as Parker Harding Plaza, on that portion of Main Street from Post Road East to Avery Place, and on Church Lane and Elm Street, and to approve a 2 hour parking zone at the same locations, contingent upon comment from various Town Departments.
