WESTPORT CONSERVATION COMMISSION

PUBLIC HEARING

SEPTEMBER 18, 2013

 

Notice is hereby given of a meeting of the Westport Conservation Commission pursuant to the Connecticut Inland Wetlands and Watercourses Act, and the Regulations for the Protection and Preservation of Inland Wetlands and Watercourses of the Town of Westport (IWW Regulations) to be held on Wednesday, September 18, 2013 in the Room 201/201A at 7:00 p.m. of the Westport Town Hall, 110 Myrtle Avenue. The Commission shall meet to take such action under the purview of the Town’s IWW Regulations and the Waterway Protection Line Ordinance as the meeting may determine with regard to the following:

 

Changes or Additions to the Agenda. The Commission may amend the agenda by a 2/3 vote to include items not requiring a Public Hearing.

 

Work Session I: 7:00 p.m. Room 201/201A (The work session is not a public hearing. The public is invited to attend but may not speak.) The following applications will be “received” by the Conservation Commission subject to determination of completion. A public hearing will not be opened at this time for the following applications:

 

  1. Receipt of Applications
  2. Report by Colin Kelly, Conservation Compliance Officer on the status of existing enforcement activity.
  3. Other Business

 

Public Hearing: 7:15 p.m. Room 201/201A. The following applications will be “received” by the Conservation Commission subject to determination of completion. If applications are determined to be complete the Commission will proceed by opening the hearing. (At this time interested parties may be heard after being recognized by the Chairman. Written communication may be received for all applications until the public hearing is closed.) Applications and plans may be examined in the Conservation Department, Room 205, Westport Town Hall, 110 Myrtle Avenue, during regular business hours of 8:30 a.m. to 4:30 p.m., Monday through Friday, excluding holidays.

 

  1. 37 Compo Beach Road:  Application #WPL-9539-13 by Patricia Mailhot Miller on behalf of Alin Chelico to remove a pervious on-grade patio and replace with a smaller raised pervious patio. Work is within the WPLO area of Gray’s Creek.
  2. 15 Hermit Lane:  CONTINUED APPLICATION Application #AA,WPL/E-9497-13 by Barr Associates LLC on behalf of the Estate of Anita Dore for a proposed three lot subdivision and free cut outside the IWW upland review area and the WPLO boundary of an unnamed tributary to the West Branch of the Saugatuck River.
  3. 41 Crescent Road:  Application #IWW-9561-13 by Land-Tech Consultants, Inc on behalf of Mary Ann Quick and Edward Bella to retain the existing single family dwelling and subdivide the property into four new single family building lots some of which are within the upland review area of an isolated wetland.
  4. 4 Pierway Landing:  Application #WPL-9496-13 by Scott Faquharson of Baybrook Remodelers on behalf of Scott B. Schuster to construct a 24’ by 32’ garage addition with room above, a 12’ x 32’ rear addition, a new septic system, a bituminous driveway and site drainage. Work is within the WPLO area of the Saugatuck River.
  5. 234 Bayberry Lane, 28 Gault Park Drive, 8 Pequot Trail, 6 Cardinal Lane, 16 Burr Farms Road, 9 Twin Falls Lane, 95 Long Lots Road, 36 Warnock Drive, 56 Sylvan Road North, 9 High Point Road: Application #IWW/M-9557-13 by the Town of Westport Conservation Department on behalf of  Sara Sachs, Gault Park LLC, Coastal Construction Group, SAJ Ventures LLC, Piekarski Construction, Daniel & Stephanie Devine, David Eigen of Post Road NC Co-Invest LLC, Walter C & Lucia R. Wolgast, Adin & Jennifer Tooker, and Mattera Construction Co., respectively, to amend wetland boundary maps # F16, D13, B9, F16, F10, B13, G10, E15, B9, and G11, respectively.

 

Work Session II: (The work session is not a public hearing. The public is invited to attend but may not speak.)

 

  1. Approval of July 17, 2013 meeting minutes.
  2. 5 Wakeman Acres – Request for release of bond monies held for plantings and site monitoring as a condition of a Cease and Correct Order for a tree clearing violation.
  3. 15 Island Way – Request for bond release held for plantings as a condition of Permit #WPL-8954-11.
  4. 10 Pond Edge Rd – request for issuance of administrative approvals to rebuild an existing house within the regulated area that was damaged by fire.
  5. CACIWC survey
  6. Other business.

 

The Commission may not open new business on the agenda after 11:00 p.m. at the discretion of the Chairman.  This includes applications scheduled for public hearings.  Items shall be continued or rescheduled to a later date as necessary.
