Notice is hereby given of a meeting of the Westport Conservation Commission pursuant to the Connecticut Inland Wetlands and Watercourses Act, and the Regulations for the Protection and Preservation of Inland Wetlands and Watercourses of the Town of Westport (IWW Regulations) to be held on Wednesday, June 15, 2011 in the auditorium at 7:00 p.m. of the Westport Town Hall, 110 Myrtle Avenue. The Commission shall meet to take such action under the purview of the Town’s IWW Regulations and the Waterway Protection Line Ordinance as the meeting may determine with regard to the following:
Work Session I: 7:00 p.m. Auditorium (The work session is not a public hearing. The public is invited to attend but may not speak.) The following applications will be “received” by the Conservation Commission subject to determination of completion. A public hearing will not be opened at this time for the following applications:
1. Receipt of Applications
2. Report by Colin Kelly, Conservation Compliance Officer on the status of existing enforcement activity.
3. 39 Woods Grove Road: Request by Achilles Architects on behalf of Joan Shwartz to allow staff to issue administrative approvals to bring the residence into FEMA compliance by elevating the house with no footprint expansion. Property is within IWW and WPLO regulated areas of the Saugatuck River.
4. Other Business
Public Hearing: 7:15 p.m., Auditorium. The following applications will be “received” by the Conservation Commission subject to determination of completion. If applications are determined to be complete the Commission will proceed by opening the hearing. (At this time interested parties may be heard after being recognized by the Chairman. Written communication may be received for all applications until the public hearing is closed.) Applications and plans may be examined in the Conservation Department, Room 205, Westport Town Hall, 110 Myrtle Avenue, during regular business hours of 8:30 a.m. to 4:30 p.m., Monday through Friday, excluding holidays.
1. 6 Hawthorne Lane: Application #IWW/M-8828-11 by A.J. Grasso of Prestige Builders on behalf of the Estate of Leroy D DelMonte to amend wetland map #G12.
2. 16 Oakwood Lane: Application #IWW/M-8829-11 by Brian & Darlene Ill to amend wetland map #B13.
3. 11 Mary Jane Lane: Application #IWW/M-8836-11 by RI Pools Inc. on behalf of Gregory & Kecia Vonderahe to amend wetland boundary map #H12.
4. 2 Lyndale Park: Application #IWW,WPL-8832-11 by Jerry N Gordon of Codespoti & Associates, PC on behalf of Elvira Kovshov to legalize construction of an existing wall and to correct drainage and erosion deficiencies. A plunge pool/sediment trap at the stream outlet is proposed with removal of accumulated debris and sediments at the stream outlet and CDOT catchbasin. Coordinate with state and install new 15” pipe from stonewall drainage opening into CDOT basin to prevent future blockage. Portions of the work are within the wetland, the upland review area and the WPLO area of an unnamed waterbody.
5. 2 Pierway Landing: Application #WPL-8835-11 by Jerry Lamb of Architectural Builders and Gloria Gouveia of Land Use Consultants on behalf of Clara & Colin Ambrose for residential additions, garage and drainage improvements. Portions of the work are within the 25 year floodplain and the WPLO area of the Saugatuck River.
6. 74 Bulkley Avenue North: Application #IWW,WPL/E-8833-11 by RC Reser & Company on behalf of Bret Rattray to demolish the existing house and build a new residence on the existing footprint with additional square footage outside the 50 ft upland review area. The existing septic to be abandoned and a new septic to be built outside the 50 ft upland review area. Portions of the work are within the upland review area setback.
7. 75 Riverside Avenue: Application #WPL-8837-11 by John Hilts on behalf of Rodney Larsen to remove an exiting 4.5’ by 17’ timber pier and 3’ by 4’ timber stairs and construct a new 4’ by 16’ piling-supported timber pier, install a 3’ by 30’ aluminum ramp and a piling-anchored 6.25’ by 16’ timber floating dock. Work is within the 25-year floodplain and the WPLO area of the Saugatuck River.
8. 29A Sturges Commons: Application #IWW,WPL/E-8838-11 by Ana & Charles Rinaldi to renovate the existing house; construct a 450 s.f. rec room on the second level with no increase in footprint; build a boulder retaining wall and patio; change grade to increase the size and safety of the backyard; and, replant trees and shrubs. Portions of the work are within upland review area setback.

1. Approval of May 18, 2011 meeting minutes.
2. Other business.
The Commission may not open new business on the agenda after 11:00 p.m. at the discretion of the Chairman. This includes applications scheduled for public hearings. Items shall be continued or rescheduled to a later date as necessary.
