Notice is hereby given that the Board of Selectmen, Traffic Authority and Water Pollution Control Authority will hold a public hearing on Wednesday, May 15, 2013, at 3 p.m. in Room 309 of the Westport Town Hall for the following purpose(s):
1. To take such action as the meeting may determine to approve the minutes of the Board of Selectmen’s public hearing of April 10, 2013; and to approve the minutes of the Board of Selectmen’s special public hearing of May 1, 2013.
2. To take such action as the meeting may determine to approve a waiver of the Westport Policy on Encroachments on Town Property, at property known as 223 Hillspoint Road, contingent upon compliance with the Town Engineer’s letter of Feb. 26, 2013.
3. To take such action as the meeting may determine to approve the acceptance of a monetary gift from the Church of the Assumption to the Human Services Families in Need fund, in accordance with Policy for Gifts to the Town as amended Oct. 28, 1998.
4. To take such action as the meeting may determine to approve a Grant Acceptance and memo of Understanding between the Town of Westport and United Way of Coastal Fairfield County for the Westport Early Childhood Community Collaborative, as recommended by the Westport Human Services Department.
5. To take such action as the meeting may determine, acting in its capacity as the Traffic Authority, to review and forward recommendations to Connecticut Department of Transportation as relates to the establishment of a NO Parking zone on Riverside Avenue from CL&P Pole #86 southbound to the north side of driveway at 408 Riverside Avenue on west side of street.
6. To take such action as the meeting may determine to approve a proposed fee of $25/month or $100/per season for tennis reservations, as recommended by the Parks & Recreation Commission.
7. To take such action as the meeting may determine to approve a revision to the Parks and Recreation Department Rules and Regulations, Rule VIII-32, as recommended by the Parks & Recreation Commission.
8. To take such action as the meeting may determine to approve and adopt the Clean Energy Communities Municipal Pledge as recommended by the Westport Green Task Force and the Public Works Director.
9. To take such action as the meeting may determine, in accordance with the Westport Water Main Extension Ordinance, to set a date for a final benefit assessment to consider proposed assessment and to determine final assessments to be levied for the construction of acquisition of a water main extension affecting properties located in all or part of the following areas: Pilgrim Trail.
10. To take such action as the meeting may determine to approve an agreement between the Town of Westport and Liu and Chu, Inc. as relates to the implementation of street improvements at property located at 60 Charles Street, as recommended by the Public Works Director and Town Attorney’s Office.
11. To take such action as the meeting may determine to approve the request from Bedford Square Associates, LLC to relocate a pedestrian easement the purpose of which is to connect Church Lane with the public parking lot on Elm Street, from its location within the YMCA building to a new location as indicated on a site plan submitted to the Planning & Zoning Department by Bedford Square Associates, LLC.
12. To take such action as the meeting may determine, acting in its capacity as the Traffic Authority, to approve the reconfiguration of town roads and parking spaces on town roads around the Bedford Square Associates, LLC project as shown in plan titled “Town of Westport Right-of-Way Improvement Plan Bedford Square 59 Post Road East and 35 Church Lane” dated April 15, 2013 prepared by Langan Engineering and Environmental Services.
13. To take such action as the meeting may determine, acting in its capacity as the Water Pollution Control Authority, to approve a supplemental sewer connection and sewer assessment of proposed commercial/residential development for the Bedford Square Associates, LLC project located at 59 Post Road East and 35 Church Lane, contingent upon compliance with the WPCA Coordinator’s letter of May 6, 2013.
14. To take such action as the meeting may determine, acting in its capacity as the Water Pollution Control Authority, to approve the residential sanitary sewer connection at property known as 95 Long Lots Road, contingent upon compliance with the WPCA Coordinator’s letter of April 8, 2013.
15. To take such action as the meeting may determine, acting in its capacity as the Water Pollution Control Authority, to approve the supplemental sanitary sewer connection at property known as 3 Yankee Hill Road, contingent upon compliance with the WPCA Coordinator’s letter of April 22, 2013.
16. To take such action as the meeting may determine, acting in its capacity as the Water Pollution Control Authority, to approve a proposed sewerage use charge due and payable July 1, 2013 of $5.85 per hundred cubic feet, receipts which shall be applicable to the 2013-2014 fiscal year.
17. To take such action as the meeting may determine to approve the use of town-owned property known as Main Street adjacent to and by Bobby Q’s located at 42 Main Street for a pop-up café contingent upon compliance with the Town of Westport Pop-up Seating and Pop-up Café Guidelines as amended March 14, 2012.
18. To take such action as the meeting may determine to approve the use of town-owned property known as Main Street adjacent to and by Cru Restaurant located at 125 Main Street for a pop-up café contingent upon compliance with the Town of Westport Pop-up Seating and Pop-up Café Guidelines as amended March 14, 2012.
19. To take such action as the meeting may determine, and in accordance with the Town of Westport Charter, to approve the First Selectman’s Five Year Capital Forecast 2013/2014 through 2017/2018.
