Legal Notice & Agenda

Notice is hereby given that the Board of Selectmen, Traffic Authority and Water Pollution Control Authority will hold a public hearing on Wednesday, Feb. 13, 2013, at 4:30 p.m. in Room 309 of the Westport Town Hall for the following purpose(s):

1. To take such action as the meeting may determine to approve the minutes of the Board of Selectmen’s public hearing of Dec. 12, 2012; approve the minutes of the Board of Selectmen’s public hearing of Jan. 16, 2013; approve the minutes of the Board of Selectmen and Bond Committee’s special public hearing of Jan. 29, 2013; approve the minutes of the Board of Selectmen’s special public hearing of Feb. 1, 2013; approve the minutes of the Water Pollution Control Authority’s public hearing of Dec. 12, 2012; and approve the minutes of the Water Pollution Control Authority’s public hearing of Jan. 26, 2013.

2. To take such action as the meeting may determine to approve the use of town-owned property known as Jesup Green by the Friends of the Westport Public Library on Saturday July 20, 2013 through Wednesday, July 24, 2013 (including set-up/take-down) for the Annual Summer Book Sale, contingent upon compliance with comments from various town departments including the Westport/Weston Health District and in accordance with the Procedures for Use of Town-owned Property, Facilities and/or Public Roadways.

3. To take such action as the meeting may determine to approve the use of town-owned property known as Parker-Harding Plaza by the Westport Sunrise Rotary Club on Saturday, June 22, 2013 for a the 4th Annual Great Duck Race, contingent upon compliance with comments from various town departments including the Westport/Weston Health District and in accordance with the Procedures for Use of Town-owned Property, Facilities and/or Public Roadways.

4. To take such action as the meeting may determine to approve the use of town roadways by the Sound Cyclists Bicycle Club for the Bloomin’Metric Bicycle Tour to be held on Sunday, June 2, 2013 including a route change and increase in limit of participants to 2,800, contingent upon compliance with comments from various town departments including the Westport/Weston Health District and in accordance with the Procedures for Use of Town-owned Property, Facilities and/or Public Roadways.

5. To take such action as the meeting may determine to approve the placement of route signs for the East Coast Greenway by the Connecticut Department of Transportation along state routes including the installation and maintenance of such signage.

6. To take such action as the meeting may determine to approve a Memorandum of Understanding between the Town of Westport, Connecticut Light & Power Company, and Yankee Gas Services Company for a Matching Payment Program for energy assistance applicants, as recommended by the Human Services Department.

7. To take such action as the meeting may determine to approve the award of a contract to the low bidder, NJR Construction LLC, for the rehabilitation of the North Avenue bridge, as recommended by the Public Works Director.

8. To take such action as the meeting may determine, acting in its capacity as the Water Pollution Control Authority, to approve a supplemental sanity sewer connection at property known as 9 Hillandale Road, contingent upon compliance with the WPCA Coordinator’s letter of Jan. 30, 2013.

9. To take such action as the meeting may determine, acting in its capacity as the Water Pollution Control Authority and in accordance with Chapter 103 of the Connecticut General Statutes to accept a petition for a sanitary sewer extension to service the Joann Circle, Clover Lane and Acorn Lane area, and to approve the Public Works Department proceeding with such extension of the sanitary sewer system.

10. To take such action as the meeting may determine, acting in its capacity as the Water Pollution Control Authority, to approve waivers of 2012 sewer assessment installment, interest, and/or use charges as grandfathered in 1989 and as recommended by the Human Services Department.

11. To take such action as the meeting may determine, acting in its capacity as the Water Pollution Control Authority, to approve 100 percent deferral for 2012 sewer assessment installment, carrying charges and/or sewer use charges for residents found eligible by the Assessor under Westport Ordinance No. 134-3 and as recommended by the Human Services Department.
