NOTICE & AGENDA
Notice is hereby given that the Board of Selectmen, Traffic Authority and Water Pollution Control Authority will hold a public hearing on Wednesday, October 17, 2012, at 4 p.m. in Room 309 of the Westport Town Hall for the following purpose(s):
1. To take such action as the meeting may determine to approve the minutes of the Board of Selectmen’s public hearing of Sept. 12, 2012, minutes of the Board of Selectmen’s special public hearing of Oct. 2, 2012; and minutes of the Water Pollution Control Authority’s public hearing of Sept. 12, 2012.
2. To take such action as the meeting may determine, acting in its capacity as the Water Pollution Control Authority, to review and approve the recommended Emergency Reserve Fund for the Westport/Weston Family Y septic system, consistent with the Westport Code Chapter 30 Environment and Natural Resources, Section 30-233 Operation, Maintenance and Replacement Reserve, Emergency Reserve and as regulated in Section 10.0 and 10.1 of the Westport Water Pollution Control Regulations.
3. To take such action as the meeting may determine to approve the use of town-owned property known as the Imperial Avenue parking lot by The Westport Woman’s Club for the Annual Yankee Doodle Fair from Monday, June 10, 2013 through Sunday, June 16, 2013, contingent upon compliance with comments from various town departments including the Westport/Weston Health District, and in accordance with Procedures for Use of Town-owned Property, Facilities and/or Public Roadways, as amended Sept. 15, 2010.
4. To take such action as the meeting may determine to approve the MuniciPay application between the Town of Westport and Nationwide Payment Solutions for implementation of a system at the Center for Senior Activities to allow payment for classes using a credit card, as recommended by the Human Services Director.
5. To take such action as the meeting may determine to approve a contract between the Town of Westport and Employee Assistance Programs of Southwestern Connecticut, Positive Directions, as relates to EAP services for the period Sept. 2, 2012 –Aug. 31, 2013, as recommended by the Acting Personnel Director/Finance Director.
6. To take such action as the meeting may determine to approve an agreement between the Town of Westport and Quality Data Service, Inc. as relates to the purchase of a personal property software package for the assessor’s administrative package and as recommended by the Assessor.
7. To take such action as the meeting may determine to approve an agreement between the Town of Westport and Complus Data Innovations, Inc. as relates to the processing of parking tickets using the FastTrack Parking Ticket Management System, as recommended by the Westport Police Department.
8. To take such action as the meeting may determine to approve an agreement between the Town of Westport and ECI Energy, Inc. as relates to the construction, installation and maintenance of a photovoltaic solar electricity generating system at the Saugatuck eastbound railroad station, as recommended by the Building Official.
9. To take such action as the meeting may determine to approve an amendment to a lease between the Town of Westport and Springwich Cellular Tower Holdings, LLC dated Sept. 29, 2003, as relates to the dollar amount of the collocation rent.
10. To take such action as the meeting may determine, acting in its capacity as the Traffic Authority, to approve the use of town roads for the Annual Memorial Day Parade to be held on Monday, May 27, 2013, and further to request Connecticut Traffic Authority permission for use of certain state roads for such event, as recommended by the Parks & Recreation Director.
11. To take such action as the meeting may determine, acting in its capacity as the Traffic Authority, to approve the use of town roads for the weekly road runners series, including the Labor Day weekend road race, as recommended by the Parks & Recreation Director.
12. To take such action as the meeting may determine, acting in its capacity as the Traffic Authority, to approve the closure of Ketchum Street from its intersection with Riverside Avenue to 7 Ketchum Street from Thursday, Oct. 18, 2012 through Tuesday, Jan. 15, 2013, for the purpose of lowering the roadway in accordance with Planning & Zoning and Public Works permit approvals.
13. To take such action as the meeting may determine, acting in its capacity as the Traffic Authority, to approve the establishment of a 25 mph speed limit on Compo Road South from the intersection of Bridge Street/Greens Farms Road south to the Minuteman Statue, as recommended by the Westport Police Department.
14. To take such action as the meeting may determine to consider a request for a waiver of the driveway ordinance for property located at 20 Richmondville Avenue.
15. To take such action as the meeting may determine to consider a request for a waiver of the Westport Policy on Encroachments on Town Property for property located at 6 Gorham Avenue as relates to a stone-paved shoulder area adjacent to such property.
16. To take such action as the meeting may determine, acting in its capacity as the Water Pollution Control Authority, to approve waivers of 2011 sewer assessment installment, interest, and/or use charges as grandfathered in 1989 and as recommended by the Human Services Department.
17. To take such action as the meeting may determine, acting in its capacity as the Water Pollution Control Authority, to approve 100 percent deferral for 2010 sewer assessment installment, carrying charges and/or sewer use charges for residents found eligible by the Assessor under Westport Ordinance No. 134-3 and as recommended by the Human Services Department.
18. To take such action as the meeting may determine, acting in its capacity as the Water Pollution Control Authority, to approve 50 percent deferral for 2010 sewer assessment installment, carrying charges and/or sewer use charges for residents found eligible by the Assessor under Westport Ordinance No. 134-3 and as recommended by the Human Services Department.
19. To take such action as the meeting may determine, acting in its capacity as the Water Pollution Control Authority, to approve a supplemental sanitary sewer connection at property known as 23 Davenport Avenue, contingent upon compliance with the WPCA Coordinator’s letter of Oct. 4, 2012.
20. To take such action as the meeting may determine, acting in its capacity as the Water Pollution Control Authority, to approve a supplemental sanitary sewer connection at property located at 305 Saugatuck Avenue, contingent upon compliance with the WPCA Coordinator’s letter of Oct. 4, 2012.
21. To take such action as the meeting may determine, acting in its capacity as the Water Pollution Control Authority, to approve a supplemental sanitary sewer connection at property located at 4 Wakeman Place, contingent upon compliance with the WPCA Coordinator’s letter of Oct. 4, 2012.
