WESTPORT CONSERVATION COMMISSION
PUBLIC HEARING
JUNE 20, 2012

Notice is hereby given of a meeting of the Westport Conservation Commission pursuant to the Connecticut Inland Wetlands and Watercourses Act, and the Regulations for the Protection and Preservation of Inland Wetlands and Watercourses of the Town of Westport (IWW Regulations) to be held on Wednesday, June 20, 2012 in Room 201/201A at 7:00 p.m. of the Westport Town Hall, 110 Myrtle Avenue. The Commission shall meet to take such action under the purview of the Town’s IWW Regulations and the Waterway Protection Line Ordinance as the meeting may determine with regard to the following:

Work Session I: Room 201/201A, 7:00 p.m. (The work session is not a public hearing. The public is invited to attend but may not speak.) The following applications will be “received” by the Conservation Commission subject to determination of completion. A public hearing will not be opened at this time for the following applications:

1. Receipt of Applications
2. Report by Colin Kelly, Conservation Compliance Officer on the status of existing enforcement activity.
3. Update on proposal by Aspetuck Land Trust for phragmite removal on land adjacent to the Saugatuck River within the downtown area.
4. Approval of May 16, 2012 meeting minutes.
5. Approval of May 14, 2012 field trip minutes
6. Approval of April 30, 2012 Show Cause Hearing minutes

Public Hearing: 7:15 pm Room 201/201A, The following applications will be “received” by the Conservation Commission subject to determination of completion. If applications are determined to be complete the Commission will proceed by opening the hearing. (At this time interested parties may be heard after being recognized by the Chairman. Written communication may be received for all applications until the public hearing is closed.) Applications and plans may be examined in the Conservation Department, Room 205, Westport Town Hall, 110 Myrtle Avenue, during regular business hours of 8:30 a.m. to 4:30 p.m., Monday through Friday, excluding holidays.

1. CONTINUED APPLICATION – 41 Crescent Road: Application #AA-9041-12 by Land-Tech Consultants, Inc on behalf of Roger Quick, Heritage Homes for retaining the existing single family dwelling and subdividing the property into four new single-family building lots outside the upland review area of isolated wetlands.
2. 11 Great Marsh Road: Application #WPL-9114-12 by Land-Tech Consultants, Inc. on behalf of David Korus to construct small boat house with bathroom and septic system, to remove the existing pool, spa and patio and construct a new pool and new wood decking. Work is within the WPLO area and the 25-year floodline of the Saugatuck River.
3. 22 Flower Farm Circle: Application #IWW,WPL/E-9117-12 by Thomas Bennett on behalf of Charles & Lisa Teixeira for a proposed 12’ x 25’ master bedroom/closet addition. Portions of the work are within the 50 ft upland review area.


Work Session II: (The work session is not a public hearing. The public is invited to attend but may not speak.)
1. 4 Tanglewood Lane: Request for remaining bond release as required for planting under Resolution #IWW,WPL/E-8229-07.
2. 293 Bayberry Lane: Request by owner for staff to issue an Administrative Approval for an addition partially within the WPLO and 50 ft upland review area and driveway expansion within the IWW 30 ft. upland review area.
3. 169 Riverside Avenue: Request for modification of Resolution #WPL-7920-06 to substitute renovations to existing house rather than previously approved demolition and reconstruction.
4. 117 Harbor Road: Request by owner for staff to issue a WPLO exemption for a stone wall along the western property line and removal of one tree.
5. 6 Bluff Point: Request by owner for staff to issue a WPLO exemption for a second floor deck.
6. 6 Blind Brook Rd.: Request by owner for bond release as required for gravel driveway installation and stream buffer plantings per Resolution #IIWW, WPL-8244-08
7. 1-79 Hales Court: Request by MSC of Fairfield County, LLC for bond release held for plantings and erosion controls per Resolution #AA,WPL/E-8402-08
8. Other Business

The Commission may not open new business on the agenda after 11:00 p.m. at the discretion of the Chairman. This includes applications scheduled for public hearings. Items shall be continued or rescheduled to a later date as necessary.
