LEGAL NOTICE & AGENDA
Notice is hereby given that the Board of Selectmen, Traffic Authority and Water Pollution Control Authority will hold a public hearing on Wednesday, March 14, 2012, at 6 p.m. in Room 309 of the Westport Town Hall for the following purpose(s):
1. To take such action as the meeting may determine to approve the minutes of the Board of Selectmen’s public hearing of Feb. 15, 2012.
2. To take such action as the meeting may determine to approve a monetary gift from the Robert and Lou Ann Giunta Foundation to the Westport Police Department K9 Program, in compliance with the Policy for Gifts to the Town as amended Oct. 28, 1998.
3. To take such action as the meeting may determine to approve a monetary gift from the Sam Sloat Coins, Inc. to the Westport Police Department K9 Program, in compliance with the Policy for Gifts to the Town as amended Oct. 28, 1998.
4. To take such action as the meting may determine, acting in its capacity as the Traffic Authority, to approve the closure of Main Street, from the intersection with Post Road East to the intersection of Avery Place, on May 24, 2012 from 5:30 – 8:30 p.m. for the Westport Downtown Merchants Association’s Art About Town, contingent with compliance of comments from various town departments including the Westport/Weston Health District.
5. To take such action as the meeting may determine to approve the use of town-owned property known as Parker Harding Plaza by the Westport Downtown Merchants Association on July 21 and July 22, 2012 for the 39th Annual Fine Arts Festival, contingent upon compliance with comments from various town departments including the Westport/Weston Health District and with the Procedures for Use of Town-Owned Property, Facilities and/or Public Roadways as amended Sept. 15, 2010.
6. To take such action as the meeting may determine to approve the use of town-owned property known as the Imperial Avenue parking lot by the Westport Farmers’ Market on Thursdays from May 24 through November 2, 2012 for the Farmers’ Market, contingent upon compliance with comments from various town department including the Westport/Weston Health District and with the Procedures for Use of Town-Owned Property, Facilities and/or Public Roadways as amended Sept. 15, 2010.
7. To take such action as the meeting may determine to approve the following fee increases for the Longshore Golf Course as recommended by the Parks and Recreation Commission:

8. To take such action as the meeting may determine to approve the following increase in fees for the Daily Parking Passes Book of 10 at Compo Beach as recommended by the Parks and Recreation Commission:

9. To take such action as the meeting may determine to approve the following changes to the parking fines in the beach area as recommended by the Parks and Recreation Commission:

IV. PARKING & TRAFFIC
4. Motor vehicles with a valid and current emblem are permitted to park in areas designated by the Westport Parks and Recreation Department as listed in Section III.
a. Emblem does not guarantee a parking space or entrance to the beach area when parking lots are full.
b. Vehicle PARKED in beach areas (Old Mill Beach Parking Lot and Longshore Club Park) without current parking emblem shall be subject to a $75.00 (delete $50.00) parking ticket per day.
c. Parking on the exit roads at Longshore Club Park from the E.R. Strait Marina to the sub-station is permitted in designated areas only and a parking emblem is required.
5. Vehicles with attached trailers can park in designated areas only. Violators will be subject to a $75.00 (delete $50.00) parking ticket per day.
6. Parking of detached trailers is prohibited in any part of Compo Beach or Longshore Club Park except in areas designated for seasonal drystall assignments. Violators will be subject to a $75.00 (delete $50.00) parking ticket per day.
10. Parking at Sherwood Mill Pond Preserve (191Hillspoint Road) is restricted to persons using the property. Vehicles left unattended shall be subject to a $75.00 (delete $50.00) parking ticket per day.
10. To take such action as the meeting may determine, acting in its capacity as the Traffic Authority, to approve an increase in the parking fine from $50 to $75 in following restricted zones: Bradley Street, Buena Vista Drive, Burnham Hill Road, Compo Beach Road, Compo Hill Ave., Compo Road South (at entrance to Longshore south to Soundview Drive), Danbury Ave., Fairfield Ave., Hillspoint Road (Soundview Drive to Edgewater Hillside), Lamplight Lane, Longview Road, Norwalk Ave., Old Mill Road (Old Mill Beach), Quentin Road, Roosevelt Road, Sherwood Drive, Soundview Drive, Sterling Drive, and Westport Ave.
11, To take such action as the meeting may determine to approve a residential lease renewal for town-owned property located at 52 Compo Road South for a one year period.
12. To take such action as the meeting may determine to approve a residential lease renewal for town-owned property located at 52B Compo Road South for a one year period.
13. To take such action as the meeting may determine, acting in its capacity as the Water Pollution Control Authority, to approve the acceptance of ownership of a mainline sewer extension at property known as 9 Bluewater Hill, and to authorize incorporation of this facility into the publicly maintained sanitary sewer system as recommended by the WPCA Coordinator in letter of February 13, 2012.
14 To take such action as the meeting may determine, acting in its capacity as the Water Pollution Control Authority, to rescind the January 11, 2012 approval for a supplemental sanitary sewer connection at property known as 3 Great Marsh Road as recommended by the WPCA Coordinator in letter of February 9, 2012.
15. To take such action as the meeting may determine, acting in its capacity as the Water Pollution Control Authority and in accordance with Chapter 103 of the Connecticut General Statutes, to set a public hearing date for the final benefit assessment hearing to consider the proposed assessments and to determine final assessments to be levied for the construction or acquisition of a sewerage system affecting properties located in all, or part, of the following areas: Imperial Avenue, Tar Rock, Colonial Road, Franklin Avenue, Ivanhoe Lane, Keyser Road, Pondside Drive, Hose Shoe Court, Horse Shoe Lane, Laurel Road, Remlin Court, Otter Trail, Pine Street, Sky Top Road, spruce Street and Linden Street Sanitary Sewer Extension Contract No. 64.
16.. To take such action as the meeting may determine to approve and adopt of a policy, including procedures, allowing for the creation of Pop-Up Cafes in compliance with comments from the Police, Fire, and Public Works Departments and the Westport/Weston Health District.
17 To take such action as the meeting may determine to accept a petition pursuant to §7-325 of the Connecticut General Statutes to call a meeting in order to form a Special Taxing District, as defined in §7-324 of the Connecticut General Statutes, for the maintenance of Pine Tree Drive and Diamond Hill Lane, private roads, located in the Town of Westport, to include repair, repaving, beautification and safety of said roads, construction and maintenance of sewers and sewer systems, snow removal, garbage collection and other usual and reasonably necessary undertakings permitted by §7-326 of the Connecticut General Statutes.
