1. 43 Compo Mill Cove:  (The following application will be opened and continued to 1/17/19.  No testimony will be taken at this hearing) Appl. #18-086 by Peter Romano/LANDTECH for property owned by Douglas Eisenberg and Andrea Friedman for a CAM Site Plan approval to elevate existing house, construct a second story addition and a new two story addition, for property located in a Residence A zone, PID #E04072000.

2. Amendment #759:  (The following application is continued from 12/13/18.  Testimony was taken)  Appl. #18-073 by the Planning and Zoning Commission for text amendment to the Westport Zoning Regulations to modify §5, Definitions and §31-11, Floodplain Regulations to be consistent with the Connecticut Office of the State Building Inspector (OSBI) and the 2015 International Residential Code (IRC). §5, Definitions proposes new definitions for Coastal AE Zone, Coastal High Hazard Area, Limit of Moderate Wave Action and modifies the definitions of Special Flood Hazard Area and Unfinished Living Space. §31-11, Floodplain Regulations proposes adding references to Coastal AE and clarifies regulation to be consistent with OSBI and IRC requiring first floor elevations of one  (1.0) foot above the Base Flood Elevation, commonly referred to as “Freeboard”. A copy of the proposed amendment is on file in the Westport Town Clerk’s Office and is on file in the Westport Planning and Zoning Office.  

3. 8, 10 & 14 Allen Raymond Lane:  (The following application is continued from 11/1/18 and 12/13/18.  Testimony was taken 11/1/18.  No testimony taken 12/13/18)  Appl. #18-053 by Westport/Weston Family YMCA for property owned by YMCA of Connecticut, for Special Permit and Site Plan approval for additions and renovations to the existing main building and Camp Mahackeno, for property located in a Residence AAA zone, PID  #B13024000, #C13014000, #C13002000.

4. 63 Turkey Hill Road South:  (The following application is continued from 12/20/18.  No testimony was taken)  Appl. #18-075 by Robert Pryor/LANDTECH for property owned by Deane and Mary Ann Martire for a Special Permit and Site Plan approval for excavation and fill, for property located in a Residence AA/A zone, PID #G07042000.  Applicant’s presentation time:  15 minutes


5. 25 Oak Ridge Park:  Appl. #18-077 by Mel Barr, Barr Associates, LLC for property owned by Debra A. Kowalsky for a CAM Site Plan approval to install approximately 180 linear feet of pre-cast block bulkhead, for property located in a Residence  A zone, PID #C07033000.  Applicant’s presentation time:  10 minutes

6. 308 Greens Farms Road:  Appl. #18-085 by Robert Pryor/LANDTECH for property owned by Jeffrey Swearinger and Getely Ross for a Special Permit and Site Plan approval for excavation and fill, for property located in a Residence AAA zone, PID #H07073000.  Applicant’s presentation time:  15 minutes

Old Business:

a) Amendment # 754:  Appl. #18-056 by Lawrence Weisman for the Coalition of Westport for a text amendment to the Westport Zoning Regulations and Subdivision Regulations to modify §44-1.2, (Application requirements for Site Plans and Special Permits) to add standards for new requirement to post a sign on all properties which are the subject of a zoning application. To modify §46-4 (Zoning Board of Appeals Procedures) to add standards for Notice Requirements consistent with what appears on application checklist, and to add standards for new requirement to post a sign on all properties which are the subject of a zoning application. To modify §52-4.7, (Notice Mailing for Subdivision and Resubdivision applications), to add standards for new requirement to post a sign on all properties which are the subject of a zoning application.  A copy of the proposed amendment is on file in the Westport Town Clerk’s Office and is on file in the Westport Planning and Zoning Office.    

b) Amendment #756:  Appl. #18-064 by Concettina Belta Caruso, Executor of the Estate of James S. Belta c/o Alan R. Spirer, Esq. for an amendment to the Westport Zoning Regulations to modify §11 (Residence AAA District) to add §11-14 to permit Agricultural Subdivisions as an allowed use and to create a new section, §56A (Agricultural Subdivision) to the Subdivision Regulations.  Eligible parcels shall be located in the Res AAA district and at least twenty-acres in size. Proposed standards require eligible parcels shall be: 1) Subdivided with lot size requirements reduced from the 2-acre to 1-acre; 2) Contain an agricultural parcel that is at least twenty-five percent of the total lot size; 3) Allow development of the agricultural parcel with a single-family residence and a barn not to exceed 2,500 SF, and other outbuildings necessary to operate a farm; 4) Allow operation of a commercial farm stand on a seasonal basis; and 5) Require agricultural land in lieu of open space for purposes of applying Section 54-21 of the Subdivision Regulations. A copy of the proposed amendment is on file in the Westport Town Clerk’s Office and is on file in the Westport Planning and Zoning Office.  

c) 41 Crescent Road:  Appl. #18-055 by Michael J. Bartos Jr. PE/LANDTECH for property owned by Mary Ann Quick and Edward Bella located in a Residence A zone, PID ##E09139000, for a Re-Subdivision approval for a four (4) lot subdivision, new private road (Mygodney Farm Lane), and a request for a waiver to the Intersection standard listed in Sec. 54-7.3 of the Subdivision Regulations.  

d) Amendment #751:  Appl. #18-038 by Garden Homes Management Corp for a text amendment to the zoning regulations to remove existing §4-5 (Maximum Allowable Multi-Family Dwellings) and replace it with §4-5 (Affordable Housing Developments); add new definition §5-2 (Definition of Affordable Housing Development); modify Attic definition in §5-2; modify §44-2.6 (Sewerage Reports); and add new provision for Design Standards for Off-Street Parking and Loading for Affordable Housing Developments.  A copy of the proposed amendment is on file in the Westport Town Clerk’s Office and is on file in the Westport Planning and Zoning Office.  

e) 122 Wilton Road:  Appl. #18-039 by Garden Homes Management Corp for property owned by First Garden Development LP for a CAM Site Plan application for 19-unit multi-family development, pursuant to CGS 8-30g, for property located in a Residence AA zone, PID #C10069000.
