   (The following items will be discussed and voted on as time permits.

a) Discussion of Draft Text Amendment from the Process Efficiency Sub Committee 
Re: Changes to §43, Special Permit and/or Site Plan Review Procedures.
b) 52 Harbor Road:  Appl. #18-052 by Mel Barr, Barr Associates, LLC for property owned by Joshua Frank for a CAM Site Plan approval to raise existing dwelling for FEMA compliance and for an addition, for property located in a Residence A zone, PID #B02107000.

1. 14 Woodside Lane (AKA 10 Woodside Lane):  (The following application will be opened and continued to 10/11/18.  No testimony will be taken at this hearing)  Appl. #18-048 by John T. Fifield of Fifield, Piaker, Elman Architects, PC for property owned by Earthplace, The Nature Discovery Center, Inc. for a Special Permit and Site Plan approval for expansion of preschool to include Daycare facility, for property located in a Residence AA zone, PID #B10027000.


2. 286 Compo Road South:  (The following application will be opened and continued to 10/11/18.  No testimony will be taken at this hearing)  Appl. #18-046 by William Green and Linda Durakis for property owned by William Green and Linda Durakis for a Special Permit and Site Plan approval for excavation and fill, for property located in a Residence A zone, PID #D04112000.


3. 28 Richmondville Avenue:  (The following application is continued from 9/27/18. No testimony was taken) Appl. #18-026 by Carole Reichhelm/Willowbrook Cemetery Association, Inc. for property owned by Brett David Adler and Juli Adler for a Special Permit and Site Plan approval to convert property to cemetery burial use and to conduct excavation and fill, for property located in a Residence A zone, PID #C12170000.  Applicant’s presentation time: 5 minutes.


4. 52 Canal Road:   (The following application is continued from 9/27/18, No testimony was taken.)  Appl. #18-036 by 52 Canal Road, LLC for property owned by 52 Canal Road, LLC for a CAM Special Permit and Site Plan approval for excavation and fill to be consistent with the Coastal Area Management Act, for property located in a Residence A zone, PID #B01008000.

5. Amendment #752:  (The following application is continued from 9-27-18, No testimony was taken) Appl. #18-044 by Mel Barr, Barr Associates, LLC for an amendment to the zoning regulations to modify standards in the RORD #3, Sec 22-2.2.2, for fitness centers and or exercise facilities.  A copy of the proposed amendment is on file in the Westport Town Clerk’s Office and is on file in the Westport Planning and Zoning Office.

6. 15 Old Mill Road:  Appl. #18-047 by Mel Barr, Barr Associates, LLC and Peter Cadoux Architects for a CAM Site Plan approval for a new single family dwelling to be consistent with the Coastal Area Management Act, for property located in a Residence B zone, PID #E04059000.

Amendment #751:  Appl. #18-038 by Garden Homes Management Corp for a text amendment to the zoning regulations to remove existing §4-5 (Maximum Allowable Multi-Family Dwellings) and replace it with §4-5 (Affordable Housing Developments); add new definition §5-2 (Definition of Affordable Housing Development); modify Attic definition in §5-2; modify §44-2.6 (Sewerage Reports); and add new provision for Design Standards for Off-Street Parking and Loading for Affordable Housing Developments.  A copy of the proposed amendment is on file in the Westport Town Clerk’s Office and is on file in the Westport Planning and Zoning Office.

8. 122 Wilton Road:  Appl. #18-039 by Garden Homes Management Corp for property owned by First Garden Development LP for a CAM Site Plan application for 19-unit multi-family development, pursuant to CGS 8-30g, for property located in a Residence AA zone, PID #C10069000.  


9. Amendment #753: Appl. #18-050 by the Westport Planning and Zoning Commission for an amendment to the zoning regulations to modify §5-2, Change of Use Definition to clarify Site Plan approval is only required when the designation or construction of more than three parking spaces is needed to support a Change of Use; to remove language requiring Site Plan approval to occupy commercial tenant space that has been vacant for more than one-year; and to remove language requiring Site Plan approval to convert vacant lot area to parking area as such change is eligible for a Site Plan Waiver. A copy of the proposed amendment is on file in the Westport Town Clerk’s Office and is on file in the Westport Planning and Zoning Office.
