LEGAL NOTICE & AGENDA
Notice is hereby given that the Board of Selectmen, Traffic Authority and Water Pollution Control Authority will hold a special public hearing on Wednesday, Sept. 21, 2011, at 4 p.m. in Room 309 of the Westport Town Hall for the following purpose(s):
1. To take such action as the meeting may determine to approve the minutes of the Board of Selectmen’s public hearing of August 17, 2011.
2. To take such action as the meeting may determine, acting in its capacity as the Traffic Authority, to approve the use of certain town-owned roadways for the Cycle Challenge for Worldwide Day of Play event sponsored by the Stepping Stones Museum for Children to be held on Saturday, Oct. 1, 2011, contingent upon compliance with comments from town departments including the Westport/Weston Health District and in accordance with the Procedures for Use of Town-Owned Property, Facilities and/or Public Roadways.
3. To take such action as the meeting may determine to approve and accept a gift of $12,240 from the United Way of Coastal Fairfield County for the Neighbors Helping Neighbors community Grant Challenge for deposit into the Department of Human Services Families in Need escrow fund.
4. To take such action as the meeting may determine to empower First Selectman Gordon F. Joseloff to execute and deliver in the name and on behalf of the Town of Westport a contract with the Connecticut Sate Library for an Historic Documents Preservation Grant, as recommended by the Town Clerk.
5. To take such action as the meeting may determine to approve the following revision and/or new fees in the Tax Collector department:

6. To take such action as the meeting may determine to approve a funding agreement between the Town of Westport and the Clean Energy Finance and Investment Authority as relates to solar photovoltaic system and electric vehicle charging stations at the eastbound Westport train station, as recommended by the Building Official.
7. To take such action as the meeting may determine to approve a contract between the Town of Westport and Westport Solar Consultants, LLC as relates to repairs and improvements to the eastbound Saugatuck railroad station, as recommended by the Building Official.
8. To take such action as the meeting may determine to approve a residential lease agreement for town property located at 99 Myrtle Avenue for one year, subject to a positive 8-24 Report.
9. To take such action as the meeting may determine to approve two contracts between the Town of Westport and Public Archaeology Laboratory (PAL) as relates to the historic resources inventory update of the Westport Center for $15,000, and as relates to the historic resources inventory update of the Kings Highway North Historic District survey forms for $15,000, as recommended by the Historic District Commission.
10. To take such action as the meeting may determine to award and approve a contract to the low bidder Young Developers, LLC for the replacement of the roof at the Police Headquarters, as recommended by the Public Works Director.
11. To take such action as the meeting may determine to approve the Health Insurance Consulting Services Agreement between the Town of Westport and USI Connecticut for the period July 1, 2011 through June 30, 2012.
12. To take such action as the meeting may determine to approve the Insurance Consulting Services Agreement between the Town of Westport and USI Insurance Services of Connecticut for the period July 1, 2011 through June 30, 2012.
13. To take such action as the meeting may determine to approve the Insurance consulting Services Agreement between the Town of Westport and Marsh & McLennan Agency, LLC for the period July 1, 2011 through June 30, 2012.
14. To take such action as the meeting may determine, acting in its capacity as the Water Pollution Control Authority, to approve a residential sanitary sewer connection at property known as 48 Long Lots Road, contingent upon compliance with the WPCA Coordinator’s letter of Sept. 8, 2011.
15. To take such action as the meeting may determine, acting in its capacity as the Water Pollution Control Authority, to approve a supplemental sanitary sewer connection at property known as 28 Rayfield Road, contingent upon compliance with the WPCA Coordinator’s letter of Sept. 8, 2011.
16. To take such action as the meeting may determine to approve an encroachment on town property at property located at 32 Canal Road as relates to a dock, in accordance with the Westport Policy on Encroachments on Town Property and subject to the Town Engineer’s letter of Sept. 13, 2011.
17. To take such action as the meeting may determine to approve an encroachment on town property at property located at 38 Canal Road as relates to a dock, in accordance with the Westport Policy on Encroachments on Town Property and subject to the Town Engineer’s letter of Sept. 13, 2011.
18. To take such action as the meeting may determine to approve an encroachment on town property at property located at 28 Spriteview Avenue as relates to a dock, in accordance with the Westport Policy on Encroachments on Town Property and subject to the Town Engineer’s letter of Sept. 13, 2011.
19. To take such action as the meeting may determine to approve an encroachment on town property at property located at 4 Marsh Court as relates to a dock, in accordance with the Westport Policy on Encroachments on Town Property and subject to the Town Engineer’s letter of Sept. 13, 2011.
