The meeting has been RESCHEDULED from Thursday, Jan. 4, 2018 to Friday, Jan. 5, 2018 at 12:30 PM in anticipation of inclement weather
Room 307/309 – Westport Town Hall
1-Introduction by Co-Chairs Danielle Dobin and Michael Cammeyer of the Purpose for the Communications Subcommittee:
•Improve and revamp noticing of P&Z matters
•Enhance electronic media access to meetings in general that are produced in Town Hall
2 - Review existing notice procedures listed in the Zoning Regulations for special permits & site plans (see §44-1.2.2), variances (see §46-4), and text/map amendments (see §42-3.2).
3-Review potential new standards and additional means of communication including, but not limited to:
A.General Notices:
i.Follow any state guidelines
ii.Any written notices to be delivered, at applicants cost, in an orange envelop with specific wording on it noting P&Z matter
iii.Notice to be posted to Facebook page (see below)
B.Text Amendments:
i.Posted sign on demonstration site with notice of text amendment for a certain amount of time [define time)
ii.Residents within 250 feet [can alter distance] should receive legal notice of the amendment. According to guidelines set forth above under “General Notices”
iii.A map with colored areas showing affected parcels would have to be created by applicant and included in written notice and on Facebook post. Demonstration Site should be clearly marked.
C.Additional Means of Communication:
i.Create a public Westport Planning and Zoning Facebook page [westportpzcnoticing?]
ii.No comments or posting permitted aside from an administrator
iii.This page has a link to the town page
iv.Any PZC legal notice and all PZC agendas should be posted on FB page with link to town site as applicable.
D.Feedback from Meeting Attendees:
i.Specific feedback sought from Coalition for Westport to ensure issues raised in their proposed text amendment are addressed.
4-Sub-Committee Procedures
A.Following first meeting, a meeting summary will be posted on local websites such as Westport Front Porch & 06880danwoog.com announcing the second meeting and requesting public input by email, posting of comments and in person testimony.
B.The Second meeting to be held at night to accommodate participation of RTM Subcommittee looking at improving notice.
5-Summary
A.Identify what if any follow-up is needed with the Town Attorney to confirm process for making suggested changes, i.e. text amendment, change to bylaws, combination of both?
B.Receive any additional questions/comments from any meeting attendees.
