WESTPORT CONSERVATION COMMISSION
PUBLIC HEARING
July 20, 2011

Notice is hereby given of a meeting of the Westport Conservation Commission pursuant to the Connecticut Inland Wetlands and Watercourses Act, and the Regulations for the Protection and Preservation of Inland Wetlands and Watercourses of the Town of Westport (IWW Regulations) to be held on Wednesday, July 20, 2011 at 7:00 p.m. in the auditorium of the Westport Town Hall, 110 Myrtle Avenue. The Commission shall meet to take such action under the purview of the Town’s IWW Regulations and the Waterway Protection Line Ordinance as the meeting may determine with regard to the following:

Work Session I: 7:00 p.m., auditorium (The work session is not a public hearing. The public is invited to attend but may not speak.) The following applications will be “received” by the Conservation Commission subject to determination of completion. A public hearing will not be opened at this time for the following applications:

1. Receipt of Applications
2. Report by Colin Kelly, Conservation Compliance Officer on the status of existing enforcement activity.
3. 3 Great Marsh Rd.: Request by James Jamieson, AIA on behalf of Bryan Birch for modification of permit #WPL-8616-10 to reduce new house footprint, relocate pool and shed and overall impervious area.
4. 61 Maple Avenue South: Request for partial bond release for erosion and sediment control blanket installation required as a condition of revised Cease and Correct Order of December 8, 2010.
5. Approval of June 15, 2011 meeting minutes.

Public Hearing: 7:15 p.m., auditorium. The following applications will be “received” by the Conservation Commission subject to determination of completion. If applications are determined to be complete the Commission will proceed by opening the hearing. (At this time interested parties may be heard after being recognized by the Chairman. Written communication may be received for all applications until the public hearing is closed.) Applications and plans may be examined in the Conservation Department, Room 205, Westport Town Hall, 110 Myrtle Avenue, during regular business hours of 8:30 a.m. to 4:30 p.m., Monday through Friday, excluding holidays.

1. 25 Ford Road: Application #IWW/M 8862-11 by Peter Romano of Land-Tech Consultants, Inc. on behalf of 25 Ford Road, LLC to amend wetland boundary map #C15.
2. 1 Glendinning Place: Application #IWW/M 8863-11 by Peter Romano of Land-Tech Consultants, Inc.on behalf of 1 Glendinning Place, LLC to amend wetland boundary map #C15.
3. 117 Harbor Road: Application #WPL-8859-11 by Barr Associates on behalf of William Cohen for reconstruction of an existing residence for FEMA compliance including construction of a new second story and new entryways. The outdoor shower is to be replaced, new air conditioner units are to be installed and the patio and driveway configuration will be modified. Work is within the WPLO of the Saugatuck River.
4. 4 Tanglewood Lane: Request by Pamela Davis for a modification to the approved landscape plan as required by condition 16 of Permit #IWW/WPL/E-8229-07 issued for a pool, patio and fence within the upland review area.

Work Session II: (The work session is not a public hearing. The public is invited to attend but may not speak.)

1. Continued discussion with soil scientist, Thomas Pietras of Soil Science and Environmental Services to consider possible changes to policies to wetland boundary determinations involving site plan and subdivision applications.
2. Other business.

The Commission may not open new business on the agenda after 11:00 p.m. at the discretion of the Chairman. This includes applications scheduled for public hearings. Items shall be continued or rescheduled to a later date as necessary.
