a) Stipulated settlement on 0 Newtown Turnpike/Grassy Plains – proposed mediated settlement agreement and proposed modification of judgement for ARS Partners Poplar Plains, LLC v Westport Planning and Zoning Commission et al


b) Discussion with Seth Shapiro of Barton Partners, consultants for the First Selectman’s Saugatuck Transit Oriented Design Master Plan Steering Committee


II PUBLIC MEETING


1. Clinton Avenue, Fillow Street, Breezy Knoll, Sniffen Road, Loren Lane, Calumet Road, Stone Drive & Richmondville Avenue:  §8-24 Request by the First Selectman for a report from the Planning and Zoning Commission regarding a sanitary sewer extension to service the above referenced area for properties in the Residence A zone.
  
III PUBLIC HEARING           

At this time interested persons may be heard after being recognized by the chairman. 

Written communications may be received for all applications until the public hearing is closed.  Applications and plans may be seen and examined in the Planning and Zoning Office, Room 203, Town Hall, 110 Myrtle Avenue, Monday, Wednesday and Friday, 8:30 am to 3:00 pm Tuesday and Thursday 8:30 am to 4:30 pm.)
The Commission will not start a public hearing on any applications after 10:00 p.m.  The Commission will adjourn no later than 11:00 p.m.


1. 15 Spriteview Avenue:  (The following application will be opened and continued to 6/15/17.  No testimony will be taken at this hearing) Appl. #17-028 by Andy Soumelidis/LANDTTECH for property owned by Oliver Wilson for a CAM Site Plan approval for a new single family dwelling, for property located in a Residence A zone, PID #B02174000.


2. 27 Soundview Avenue:  (The following will be opened and continued to 6/15/17.  No testimony will be taken at this hearing)  Appl. #17-029 by Peter Cadoux Architects for property owned by 27 Soundview LLC for a CAM Site Plan approval for a new single family dwelling, for property located in a Residence A zone, PID #D03093000.


3. 260 Compo Road South:  (The following application is continued from 5/4/17.  Testimony was taken) Appl. #17-020 by Pearl at Longshore, (Antonio Ninavaggi & Marc Backon) for property owned by the Town of Westport located in a Residence AAA zone, PID #C04001000, for Special Permit and Site Plan approval to modify Special Permit #85-63-1 to allow conversion of the outdoor service bar to a patron bar and to permit food service on the outdoor patio.


4. Amendment #736:  (The following application was opened and continued to 6/1/17.  No testimony was taken) Appl. #17-027 by Peter Romano/LANDTECH, for an amendment to the zoning regulations to modify §5, (Definitions) and §34-5, (Parking Table) to allow Chiropractors to be regulated as Healthcare Professionals instead of Medical.  Applicant’s presentation time:  15 minutes

a) Amendment #735:  Appl. #17-026 by the Westport Planning and Zoning Commission to modify §5, (Definitions) and to add §32-25 (Medical Marijuana Dispensaries) to permit medical marijuana dispensaries as a Special Permit Use.  


b) Amendment #731:  Appl. #17-017 by Mel Barr, Barr Associates, LLC for an amendment to the Westport Zoning Regulations to add language to §34-11.12 Reserved Future Spaces, to provide for an alternative to the construction of reserved future parking spaces. The proposal is to add §34-11.12.1 Alternative Leased Spaces, to allow the Planning and Zoning Commission to authorize the leasing of parking spaces on a single adjoining non-residential or mixed-use lot subject to Special Permit/Site Plan approval, and compliance with additional standards proposed. A copy of the proposed amendment is on file in the Westport Town Clerk’s Office and is on file in the Westport Planning and Zoning Office.
