Notice is hereby given that the Board of Selectmen, Traffic Authority and Water Pollution Control Authority will hold a public hearing on Wednesday, November 9, 2016 at 8:30 a.m. in Room 307/309 of the Westport Town Hall for the following purposes:


1. To approve the minutes of the Board of Selectmen’s public hearing of October 13, 2016.


2. To take such action as the meeting may determine to approve the request to use various Town roads from approximately 8:30 am to 10:00 am on Sunday, June 25, 2017 for the Fairfield Half Marathon event sponsored by FairfieldHalf.org, contingent upon compliance with comments from various Town departments and in accordance with Procedures for Use of Town-owned Property, Facilities and/or Public Roadways.


3. To take such action as the meeting may determine to approve the request for a waiver of the Westport Policy on Encroachments on Town Property as it relates to stone pillars located within the Town right-of-way on property known as 29 Maple Avenue South, contingent upon compliance with the Town Engineer’s letter of September 27, 2016.


4. To take such action as the meeting may determine, upon the recommendation of the Director of Parks & Recreation, to approve the License Agreement between the Town of Westport and Westport P.A.L. as it relates to the operation of the P.A.L. Rink at Longshore Club Park. 


5. To take such action as the meeting may determine, upon the recommendation of the Director of Parks & Recreation, to approve the First Amendment to, and extension of, the Golf Course Maintenance Agreement between the Town of Westport and BrightView Golf Maintenance, Inc. (formerly Valley Crest Golf Course Maintenance, Inc.) dated November 13, 2013.


6. To take such action as the meeting may determine, upon the recommendation of the Finance Director, to approve the contract between the Town of Westport and National Executive Service Corps (NESC) as it relates to a pilot program for developing performance standards for Town departments. 


7. To take such action as the meeting may determine, upon the recommendation of the Director of Public Works, to approve the Award of Contract for the Deadman’s Brook Study and Design portion of the Downtown Westport Flood Resiliency Planning Study (Community Development Block Grant-Disaster Recovery (CDBG-DR) to BL Companies. 


8. To take such action as the meeting may determine, upon the recommendation of the Director of Public Works, to approve the Award of Contract for the Comprehensive Stream Improvement Plan and the Downtown Resiliency and Recovery portion of the Community Development Block Grant-Disaster Recovery (CDBG-DR) to GZA. 


9. Acting in its capacity as the Water Pollution Control Authority, to take such action as the meeting may determine to approve the supplemental sanitary sewer connection request at property known as 1177 Post Road East, contingent upon compliance with the WPCA Coordinator’s letter of October 31, 2016.


10. Acting in its capacity as the Water Pollution Control Authority, to take such action as the meeting may determine to approve the sanitary sewer connection request at property known as 25 Long Lots Lane, contingent upon compliance with the WPCA Coordinator’s letter of November 2, 2016.

12. To set a public hearing date (“Final Benefit Assessment Hearing Date”) to consider proposed assessments and to determine final assessments to be levied on the properties that participated in the brick sidewalk construction program for the Main Street Enhancement Project completed in 2015.
