Written communications may be received for all applications until the public hearing is closed. Applications and plans may be seen and examined in the Planning and Zoning Office, Room 203, Town Hall, 110 Myrtle Avenue, Monday, Wednesday and Friday, 8:30 am to 3:00 pm, Tuesday and Thursday 8:30 am to 4:30 pm.)
The Commission will not start a public hearing on any applications after 10:00 p.m. The Commission will adjourn no later than 11:00 p.m.
1. Amendment #709: (The following application is continued from 1/4/16 and 2/11/16. Testimony was taken). Appl. #15-064 by 1141 Post Road East, LLC for an amendment to the zoning map to rezone property located at 1141 Post Road East, owned by Kowalsky Properties Inc., from Residence A/GBD zone to Residence A/GBD-IHZ zone.
2. 1 Harbor Hill: (The following application is continued from 01/07/16. No Testimony was taken). Appl. #15-054 by Mel Barr for property owned by Kenneth and Lorraine Palumbo for a Special Permit and Site Plan approval for Excavation and Fill for property located in a Residence AA zone, PID #D04050000. Applicant’s Presentation Time: 10 minutes
3. 8 Jennings Court: Appl. #15-068 by Bryan Nesteriak for property owned by Ron and Jane Tarsy for a Special Permit and Site Plan approval for Excavation and Fill in the front and rear yards for property located in Residential AA Zone, PID# H11020000. Applicant’s Presentation Time: 10 minutes
4. Amendment #705: Appl. #15-057 add language in Section 13-2.1 to allow "Cluster Housing" as a Special Permit use in Residential A Zones allowing clustering of multiple single family dwellings on a single lot provided that the following criteria is met: A. The site shall be located within 1,500 feet of an interchange on a Limited Access Highway (i.e. Exits 41 & 42 on the Merritt Parkway and Exits 17 & 18 on Interstate 95) B. The site hall be served by public water and shall be located within the Sewer Limit Line (“Blue Line”) on the Town’s Sewer Service Plan; C. The site shall have at least 100 feet of street frontage on an Arterial Street; and D. The gross lot area shall be a minimum of one and one-half (1.5) acres in size. Add a new Section 32-24 to include "Cluster Housing" standards to the Supplementary Standards. Applicant’s Presentation Time: 15 minutes
5. Amendment #704: (The following application is continued from 12/10/15 and will be further continued to 3/17/16). Appl. #15-051 by the Westport Planning and Zoning Commission for a text amendment to the zoning regulations to add §5-2 (Definitions) Arboretum and to modify §40 (Dedicated Open Space & Recreation District) DOSRD, to allow limited growth and expansion of existing uses and structures, modify the existing uses allowed in the DOSRD zone, allow additional building height to permit existing structures to be expanded and to more clearly define “municipal” use.

1. Amendment #703: Appl. #15-050 by William J. Fitzpatrick, III for a text amendment to the zoning regulations to add a new section 30A, Riverwalk District, (RD) with a purpose statement that stating the intent of the zone is to preserve the visual character and appearance of a Historic Structure, to mitigate traffic impacts on local streets and intersections, to mitigate traffic generation and parking demand, to encourage residential land uses and allow office/retail uses, to encourage visual and physical access to and along the waterfront and to encourage off-site improvements to serve these purposes. Additionally, there are proposed sections stating: locational requirements, allowable uses by Special Permit, setback, height, coverage and floor area ratio limits, architectural design requirements, public waterfront access requirements, parking and loading exceptions, floodplain regulation exemptions and affordable housing requirements.
