II PUBLIC HEARING
(At this time interested persons may be heard after being recognized by the chairman. 
Written communications may be received for all applications until the public hearing is closed.  Applications and plans may be seen and examined in the Planning and Zoning Office, Room 203, Town Hall, 110 Myrtle Avenue, Monday, Wednesday and Friday, 8:30 am to 3:00 pm  Tuesday and Thursday 8:30 am to 4:30 pm.)
The Commission will not start a public hearing on any applications after 10:00 p.m.  The Commission will adjourn no later than 11:00 p.m.


1. Amendment #700:  (The following application has been withdrawn by the applicant) Appl. #15-046 by Eric D. Bernheim, Michael C. Lee for a text amendment to the zoning regulations to modify §5-2 (definitions) to remove the language “south of Long Lots Road” from the definition of Lot.  
2. Amendment #702:  (The following application will be opened and continued to 12/10/15. This application is anticipated to be withdrawn) Appl. #15-048 by Frederick William Hoag Architect for an amendment to the zoning map to rezone property located at 1076 Post Road East from HSD (Highway Service District) and Residence A zone to HSD.  


3. 79 Newtown Turnpike:  (The following application is continued from 11/5/15.  No testimony was taken) Appl. #15-039 by Barr Associates, LLC for property owned by Chabad Lubavitch of Westport for a Special Permit and Site Plan approval for additions and site work for a place of worship with religious education classrooms, for property located in a Residence AA zone, PID #A14006000.  Applicant’s presentation time:  20 minutes
4. 274 Riverside Avenue:  Appl. #15-052 by Cellco Partnership dba Verizon Wireless, c/o Kenneth C. Baldwin, Robinson & Cole LLP for property owned by Lexham Riverside LLC for a Special Permit and Site Plan approval to add twelve (12) wireless telecommunication antennas on the roof of the building, an emergency back up generator and related radio equipment for property located in a GBD zone, PID #C08001000.  Applicant’s presentation time:  15 minutes
5. Amendment #703:  Appl. #15-050 by William J. Fitzpatrick, III for a text amendment to the zoning regulations to add a new section 30A, Riverwalk District, (RD) with a purpose statement that stating the intent of the zone is to preserve the visual character and appearance of a Historic Structure, to mitigate traffic impacts on local streets and intersections, to mitigate traffic generation and parking demand, to encourage residential land uses and allow office/retail uses, to encourage visual and physical access to and along the waterfront and to encourage off-site improvements to serve these purposes.  Additionally, there are proposed sections stating: locational requirements, allowable uses by Special Permit, setback, height, coverage and floor area ratio limits, architectural design requirements, public waterfront access requirements, parking and loading exceptions, floodplain regulation exemptions and affordable housing requirements.  (Full Text Available at www.westportct.gov ).  Applicant’s presentation time:  30 minutes
