NOTICE AND AGENDA OF BOARD OF FINANCE MEETING

 

 

         

 SPECIAL NOTICE ABOUT PROCEDURES FOR THIS PUBLIC MEETING:

 

This meeting will be held in-person IN THE AUDITORIUM OF THE WESTPORT town hall.

This meeting will be broadcast on Channel 79 AND/OR live streamed on the Town Website westportct.gov . (On the website, select “How Do I” heading, and select “Watch Town Meetings”.) Meeting materials will be available at westportct.gov along with the meeting notice posted on the Meeting List & Calendar page.

 

 

NOTICE OF BOF EXECUTIVE SESSION

 

The Board of Finance will hold a Special Meeting on Wednesday, November 6, 2024 at 7:00 p.m. in the Auditorium of the Westport Town Hall for the following purpose. It is anticipated that the Board of Finance will vote to go into Executive Session for such discussion:

 

  1. Board of Education Union Negotiations.

 

 

NOTICE OF BOARD OF FINANCE PUBLIC MEETING

 

                                                     

The Board of Finance will hold a Public Meeting on Wednesday, November 6, 2024 at 7:30 p.m. in the Auditorium of the Westport Town Hall for the following purposes:

 

 

 

     AGENDA

 

  1. To approve the Board of Finance Minutes of the October 9, 2024 Regular Meeting.

     

  2. Financial Report from the Finance Director. (Discussion Only)

     

  3. Status Update from the Audit Manager. (Discussion Only)

     

  4. Presentation by First Selectwoman Jennifer Tooker and Superintendent of Schools Thomas Scarice of the Multi-Year Capital Forecast. (Discussion Only)

     

  5. Upon the request of the Superintendent of Schools, to approve an Appropriation in the amount of $4,465,594 for the Board of Education FY25 building projects. The appropriation is broken down with an appropriation in the amount of $4,374,772 along with bond and note authorization to the Educational Facilities Improvement Fund Account 32506650-500467-46034, and an appropriation of the balance of $90,822 from the Capital and Non-Recurring Account Fund Account 31506650-500468. A breakdown of these projects is attached in Schedule BOE-1C.
  6. Upon the request of the Director of Public Works, to approve an appropriation in the amount of $5,580,000 from the American Rescue Plan Act (ARPA) Fund 51003310-500470 in the amount of the balance of uncommitted ARPA funds as of December 31, 2024, along with bond and note authorization to the Municipal Improvement Fund Account 30503310-500469 in the amount of the balance of the $5,580,000 not covered by such ARPA funds, for the rehabilitation of the Old Mill Walkway and Tide Gate Structure.

     

  7. Upon the request of the Director of Public Works, to approve an appropriation in the amount of $1,754,000 along with bond and note authorization to the Sewer Reserve Fund Account 32003330-500193-10015 for the design and construction for the upgrades to Pump Station #9 and its force main.

     

  8. Upon the request of the Director of Public Works, to approve an appropriation in the amount of $110,000 along with bond and note authorization to the Municipal Improvement Fund Account 30503310-500393-10016 for the analysis, design and preparation of construction documents for Traffic Signal and Pedestrian Improvements in Saugatuck Center.

     

  9. Upon the request of the Director of Public Works, to approve an appropriation in the amount of $68,000 from the Capital and Non-Recurring Account Fund Account 31503310-500194 for the emergency replacement boiler at the Parsell Public Works Center.

     

  10. Upon the request of the Parks & Recreation Superintendent, to approve an appropriation in the amount of $862,670 from the Capital and Non-Recurring Account Fund Account 31508810-500465 for a four-year lease program for twelve (12) pieces of maintenance equipment for the Longshore Golf Course.

     

  11. Upon the request of the Parks & Recreation Superintendent, to approve an appropriation in the amount of $214,233 from the Capital and Non-Recurring Account Fund Account 31508810-500466 for the purchase of a 2024 Ford 550 M-Class Multi-purpose modular truck.WITHDRAWN
